Memorandum
Attached for your consideration and approval is a resolution to establish new fees for the issuance of dog license tags. Recent changes to the City's dog licensing ordinance, Chapter 107 (Animals), allow the City Clerk to establish a new licensing program that would permit the sale of one, two or three year dog license tags, coinciding with the expiration year of each dog's rabies vaccination certificate.

The current fee of $16.00 for up to a two year license was set in 2006. An analysis was conducted of the costs for City staff to manage the program, and fees from Washtenaw County and Ypsilanti Township were also reviewed. Currently, Washtenaw County charges $6.00 for up to one year or $15.00 for a maximum of three years. Fees are doubled if the dog is unaltered. Ypsilanti Township charges $3.00 per year for a license, up to three years at one time ($9.00).

To more closely align with the fee structure and process at Washtenaw County, and with the City and County dog parks, staff is recommending a discounted fee for spayed and neutered animals. The following fees are recommended:

$6.00 for up to one year ($12.00 for unaltered dogs)
$11.00 for up to two years ($22.00 for unaltered dogs)
$15.00 for up to three years ($30.00 for unaltered dogs)

Service dogs - no charge with proper documentation
