Memorandum
Attached for your review and action is a resolution to approve contracts with professional land surveying firms to provide surveyor services in connection with the acquisition of development rights, conservation easements and fee simple purchases for parkland.  
 
City requires the services of professional land surveying firms for boundary line survey of properties, legal property description, easements, encumbrances for acquisition of development rights and conservation easements for City's Parks and Open Space Acquisition Program.
 
Requests for Proposals, RFP #883, was advertized on the Michigan Inter-Governmental Trade Network as well as City's purchasing website for professional land surveying services on as-need basis.  Seven firms submitted proposals in response to the RFP #883.  The following three firms have been selected for awarding contracts for land surveying services on as-need basis for the Parks and Open Space Acquisition Program based upon qualifications and fees:
 
·      Washtenaw Engineering
·      Mannik and Smith Group
·      Stantec
 
Work statements will be issued for each of the projects for fee proposals from each of these three firms so that competitive pricing is still achieved.  These firms understand that there is no guarantee or implicit promise of any nature that any work statements at all will be issued and that the City is under no obligation to issue or consent to any work statements.
 
It is recommended to approve professional services agreement (PSA) with each of these three firms for land surveying services on as-need basis for one-year with the option of two one-year renewals.  Total expenditures per agreement not to exceed $30,000 per fiscal year.

Whereas, The City of Ann Arbor released a Professional Land Surveyor Services Request for Proposals #883 to select qualified Professional Land Surveyors who have experience in the Ann Arbor area and in legal property description, boundary line survey of property showing all typography, easements, and encumbrances for the purchase, in whole or in part, of real property;
 
Whereas, Seven proposals were received in response to RFP #883;
 
Whereas, Staff has selected the following three firms based upon qualifications and their fees schedule:
 
·      Washtenaw Engineering
·      Mannik and Smith Group
·      Stantec;
 
Whereas, It is recommended that each of the three qualified Professional Land Surveyor firms be awarded a contract f for one-year for land surveying services on as-need basis for the Parks and Open Space Acquisition Program;
 
Whereas, Award of contracts for surveying services on as-need basis will allow the City to have expedient and efficient land surveying services for properties identified under the Parks and Open Space Program;
 
Whereas, There is sufficient funding in Open Space and Parkland Preservation Bond Proceeds to cover the cost of these services; and
 
Whereas, The three firms currently have current Human Rights approval and agree to comply with the living wage ordinance as part of the qualification process;
 
RESOLVED, That City Council approves 12 month contracts for Professional Land Surveying services with Washtenaw Engineering, Mannik and Smith Group, and Stantec, not to exceed $30,000/year with the option of two one-year renewal agreements approved by the City Administrator; and
 
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute said agreements after approval as to substance by the City Administrator and approve as to form by the City Attorney.
