Memorandum
The City of Ann Arbor has maintained MDOT's trunk lines in the City limits through standard agreements between the City of Ann Arbor and the State of Michigan, including traffic signals, with standard cost sharing formulas in place for many years.  City Council approved our current five-year contract on September 15, 2014. Under Public Act 51 and the Contract, the City must designate a Street Administrator, The Street Administrator is the single person designated to represent a community in transactions with the Michigan Department of Transportation.
 
We recommend that City Council appoint Nicholas S. Hutchinson, City Engineer, as the City's Street Administrator and authorize him to enter into traffic signal costs agreements and Municipal Trunk Line maintenance Contracts with the Michigan Department of Transportation.

Body
Whereas, Section 13(7) of Act 51, Public Acts of 1951 provided that each incorporated city and village to which funds are returned under the provisions of this section, that "the responsibility for street improvements, maintenance, and traffic operations work, and the development, construction or repair of off-street parking facilities and construction or repair of street lighting shall be coordinated by a single administrator to be designated by the governing body who shall be responsible for and shall represent the municipality in transactions with the State Transportation Department pursuant to this Act.";
 
Whereas, The Michigan Department of Transportation (MDOT) and the City of Ann Arbor desire that the City of Ann Arbor maintain certain state trunk line highways as set forth in MDOT contract 2014-0267;
 
Whereas, On December 3, 2012, City Council designated Craig Hupy, P.E., as the Street Administrator (R-12-547); and
 
Whereas, Due to recent changes in allocation of duties it is recommended that Nicholas S. Hutchinson, P. E., act as the City of Ann Arbor's Street Administrator;
 
RESOLVED, That Council designates Nicholas S. Hutchinson, P.E., as the single Street Administrator for the City of Ann Arbor in all transactions with the State Transportation Department as provided in Section 13 of the said Act.
 
RESOLVED, That City Council by this resolution, authorizes Nicholas S. Hutchinson, P.E. as the City of Ann Arbor Authorized Official to enter into traffic signal costs agreements and Municipal Trunk Line Maintenance Contracts with the Michigan Department of Transportation; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
