Resolution to Appropriate $20,000.00 to Develop a Community-Endorsed Deer Management Plan (8 Votes Required)

Body

Whereas, City Council directed the City Administrator to report on the status of a partnership with the Washtenaw County Parks and Recreation Commission, the University of Michigan, and other interested parties to develop information needed for deer management in Council Resolution R-14-144;

Whereas, City Council’s desired outcome from the partnership is a community-endorsed deer management plan;

Whereas, The City Administrator developed and presented a report to City Council regarding deer management on August 14, 2014;

Whereas, The status of the partnership indicates that if a community-endorsed deer management plan is to move forward this year, the city must initiate the planning process;

Whereas, Development of a community-endorsed deer management plan will require substantial work, including public engagement and information collection;

Whereas, Development of a community-endorsed deer management plan was not included in the Fiscal Year 2015 budget nor in the work plans for City service areas; and

Whereas, Retaining the services of a contractor would assist the City in completing a deer management plan while minimizing the delay of budgeted initiatives;

RESOLVED, That City Council accept the City Administrator’s “Report to City Council Regarding Deer Management” dated August 14, 2014; and

RESOLVED, That the FY2015 Planning and Development expense budget be increased by $20,000.00 funded from the use of General Fund fund balance and these monies be appropriated for development of a community endorsed deer management plan.
