Memorandum
Washtenaw County's Office of Community and Economic Development (OCED) has solicited proposals from consultants to prepare an update to the 2007 Affordable Housing Needs Assessment. The final report will provide a clear, easy-to-understand assessment of the local housing market, identify current and future housing needs, and provide specific and implementable policy recommendations to advance affordable housing. The goal for this update is to include an analysis that links transportation cost and accessibility, as well as other environmental and quality of life issues, to the location of affordable housing.

The Housing and Human Services Advisory Board (HHSAB) recommended approval of expenditure up to $37,500 from AAHTF for the update. The Sustainable Communities Grant will be expended completely first, with any remaining costs split equally between the DDA and AAHTF sources.

The update will provide numerical targets, budget needs, and policy recommendations related to affordable housing in Washtenaw County, as well as individually for the communities that make up the County's urban core, including: City of Ann Arbor, Downtown Ann Arbor, City of Ypsilanti, Pittsfield Township and Ypsilanti Township.

Washtenaw County issued a RFP for this work and eight proposals were received. After evaluation of the technical proposals, 3 firms were selected for interviews.
