Memorandum
Attached for your approval is a resolution for the installation of traffic calming devices on Larchmont Drive (Green Road to Barrister). The residents of Larchmont Drive have been surveyed and support the traffic calming plan for their neighborhood.  The traffic calming includes three (3) speed humps.
 
Funds for five traffic calming projects were approved and appropriated by City Council through #R-13-307.  The construction portion of the approved projects will be completed after July 1, 2014, requiring a re-appropriation of $55,000 to the FY 2015 Local Street Operations and Maintenance budget.    
 
The Larchmont Drive traffic calming project began with the residents' petition received on January 7, 2010.  After the initial evaluation and completion of the required speed study, the traffic calming public meetings were scheduled using the established process.  The results are as follows:

The Traffic Calming program includes sending an initial questionnaire to each address in the project area to determine their concerns, location of those concerns, and preferred traffic calming devices, among other information. This information is used to prepare a draft plan in advance of the first meeting based on feedback from the residents.  Staff and the residents walk the project limits and discuss the draft plan, making adjustments to be reviewed at the second meeting.  At the second meeting, staff share the revised draft plan, devices are painted on the street for visual review, walk the project limits, and discuss the revised draft plan, allowing for modification as necessary.

Whereas, The residents of Larchmont Drive petitioned for traffic calming devices on their street;
 
Whereas, The survey results support the proposed traffic calming plans;
 
Whereas, The total estimated construction cost for the proposed traffic calming devices is $8,800.00;
 
Whereas, Funding for the construction of this and four other traffic calming projects were approved via City Council Resolution #R-13-307 and appropriated to the FY 2014 Project Management Local Street, Traffic Calming budget; and
 
Whereas, Construction of this and the four other traffic calming projects will not be completed by the end of FY 2014.
 
RESOLVED, That City Council approves the installation of the traffic calming devices on Larchmont Drive;
 
RESOLVED, That the $55,000.00 approved and previously appropriated funds be re-appropriated to the FY 2015 Project Management Local Street Traffic Calming budget;
 
RESOLVED, That the appropriated funds be made available without regard to fiscal year; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
