Resolution to Approve Amendment #1 to the Professional Services Agreement with Widgery Studio, LLC to Fabricate and Install Public Art at the Stadium Boulevard Bridges 

Memorandum

The attached resolution approves an amendment to the Professional Services Agreement with Widgery Studio, LLC, in the amount of $353,552.00, to finalize the design of, fabricate and install public art at the Stadium Boulevard bridges.

 

On April 23rd, the Ann Arbor Public Art Commission approved the public art design, Arbor Winds, by artist, Catherine Widgery, at the Stadium Boulevard bridges location and recommended the City commission the artist to create and install the artwork at the location. The City of Ann Arbor entered into a Professional Services Agreement with Widgery Studio, LLC, ($8,248.00) on May 20st to finalize the structural design of the artwork with an engineer. This amendment adds art fabrication and installation services to the existing Professional Services Agreement. The total compensation is $353,552.00 for all services. The resolution also provides a project contingency in the amount of $7,000.00.

 

The project is funded by Public Art Ordinance funds.

 

A selection panel of community stakeholders, city staff and members of the Ann Arbor Public Art Commission reviewed artist qualifications and the art proposals. Following a substantial amount of public engagement and feedback, the panel chose Catherine Widgery’s art proposal, titled Arbor Winds, as their recommendation for the public art project. A copy of the art proposal is attached to the original contract.

 

Catherine Widgery is an award-winning artist who has created over fifty site-specific works of art in the US and Canada. Her work has been featured on the cover of Sculpture and World Sculpture News magazine.

 

The proposed art features etched glass and layered images of trees. The design was inspired by architectural louvers and the work repeats a design element using three panels of glass to create a single image. The project will include lighting to allow the artwork to be luminous and visible at night. It is proposed to be placed at the State Street underpass and at two points along Stadium Boulevard’s sidewalk.

 

The Public Art Commission and the project’s Selection Panel each committed dozens of volunteer hours to the public art project since it began in 2012. Hundreds of residents responded to the feedback survey to assist the Selection Panel’s evaluation of the four art proposals. Several public engagement events were organized at every step in the art selection process-the public had the opportunity to meet the four artist finalists before they created a proposed design and they were able to view the artists present their art proposals in person. The art proposals were presented to several city commissions and forums, before, and after, the final design was selected.

Whereas, On April 23, 2014, the Ann Arbor Public Art Commission approved the public art design, Arbor Winds, by artist Catherine Widgery, for the East Stadium Boulevard bridges location and recommended the City of Ann Arbor commission the artist to create and install the artwork at the location; and

 

Whereas, On May 20, 2014, the City of Ann Arbor entered into a Professional Services Agreement ($8,248.00) with Widgery Studio, LLC to finalize the structural design of the artwork with an engineer;

 

RESOLVED, That City Council approve Amendment #1 to the Professional Services Agreement with Widgery Studio, LLC in the amount of $353,552.00 for the final design, fabrication, and installation of the Arbor Winds public art at the East Stadium Boulevard bridges and that the Mayor and City Clerk are authorized and directed to execute the amendment after approval as to form by the City Attorney and approval as to substance by the City Administrator;

 

RESOLVED, That City Council adopt the following budget for the life of the project from Public Art Ordinance funds previously made available for this project, without regard to fiscal year:

 

$353,552.00

RESOLVED, That the City Administrator be authorized to approve amendments to the professional services agreement up to $7,000.00, in order to satisfactorily complete the project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the professional services agreement after approval as to form by the City Attorney and approval as to substance by the Public Services Administrator and the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take any necessary action to implement this resolution.
