Your approval is requested to authorize a Purchase Order with Trojan Technologies Inc. (Trojan) in the amount of $57,335.85 for replacement parts to maintain the ultraviolet (UV) disinfection system at the City's Wastewater Treatment Plant (WWTP).
 
The UV system enables the WWTP to satisfy its National Pollutant Discharge Elimination System permit requirement for disinfection of the plant's final effluent. Operation of the UV system has allowed the WWTP to discontinue the storage and use of two extremely hazardous chemicals, gaseous chlorine and sulfur dioxide. In addition, UV disinfection has eliminated the deleterious effects on the Huron River associated with chlorine disinfection.
 
Funds to finance this purchase are included in the approved FY14 WWTP Operation and Maintenance Budget of the Sewage Disposal System.
 
Replacing burnt and worn out parts (bulbs, ballasts, and hydraulic components) in the UV system is a recurring maintenance activity necessary for the proper function of the system.
 
Trojan is the sole certified source from which specific system components for the WWTP's UV disinfection system can be purchased. Trojan received Contract Compliance approval on April 29, 2014, and submitted a Conflict of Interest Declaration on April 14, 2014.

Whereas, The UV system enables the WWTP to satisfy its National Pollutant Discharge Elimination permit requirement for disinfection and eliminates the risks associated with the storage and use of two extremely hazardous chemicals, gaseous chlorine and sulfur dioxide;
 
Whereas, Replacement of burnt and worn out parts is a recurring maintenance requirement necessary for proper UV disinfection system function;
 
Whereas, Funds for this purchase are available in the FY14 WWTP Operation and Maintenance Budget of the Sewage Disposal System;
 
Whereas, Trojan Technologies Inc. is the sole certified source of specific appropriate replacement parts for the UV system; and
 
Whereas, Trojan Technologies Inc. received Contract Compliance approval on April 29, 2014, and submitted a Conflict of Interest Declaration on April 14, 2014;
 
RESOLVED, That Council approve a sole source purchase order with Trojan Technologies Inc. in the amount of $57,335.85 for replacement parts of the WWTP's  UV disinfection system; and
 
RESOLVED, That the City Administrator or designee be authorized to take the necessary administrative actions to implement this resolution.
