Resolution to Remove Funding for Larcom Building Re-skin from Capital Improvements Plan
Body
Whereas, The City has invested significantly in city-owned buildings over the last several years, including a new vehicle maintenance facility, a new justice center and renovations to the existing Larcom building;
 
Whereas, Over $47 million was spent on the Ann Arbor Municipal Center and an additional $1.6 million in Larcom building spending is planned for FY14 and FY15;
 
Whereas, The current Capital Improvement Plan (CIP) includes $4.4 million in capital spending for the Larcom Exterior Re-skinning Project in FY17 and FY18;
 
Whereas, There are significant, unmet capital and infrastructure needs in the City in other areas, particularly city streets and sewers/water, but also in parks; and
 
Whereas, The Council believes there are other capital and infrastructure needs that are a higher priority than an exterior re-skin of the Larcom building and that the $4.4M investment should not be made until all of those needs have been addressed;
 
RESOLVED, The City Council recommends to the Planning Commission that the six year Capital Improvement Plan for FY2016 and the ensuring years thereafter be revised to remove the $4,415,000.00 Larcom Exterior Re-skinning project when the CIP is next updated; and
 
RESOLVED, That City Council recommends staff develop a project to address the energy efficiency of the windows and walls.
