Resolution to Approve a Transportation Alternatives Program Grant Application to SEMCOG and MDOT to Fund Renovations of the Gallup Park Pathway

Attached for your review and action is a resolution to approve a Transportation Alternatives Program Grant application to SEMCOG and MDOT to fund improvements to the Gallup Park pathway.
The Gallup Park pathway is an important part of the Border to Border Trail (B2B) that runs through the City along the Huron River connecting communities across Washtenaw County. The Gallup pathway is one of the most popular segments of the B2B in the County, serving as both a recreational and commuter route.
The pathway is in need of renovations, both to repair the condition of the asphalt, as well as to widen it to 10 feet to meet current American Association of State Highway and Transportation Officials (AASHTO) standards, improve safety, and accommodate the diverse user groups that ride, walk, rollerblade, and commute along this trail. The Parks and Recreation Open Space Plan specifically states the need for the renovation of trail systems throughout Gallup Park. These improvements are also noted in the CIP.
This grant application would aim to fund renovation of the path from the Geddes Dam at the east end of the Gallup Park pathway, to the parking lot east of Huron Parkway, as well as the large loop that encircles the that portion of the park, totaling approximately 2 miles of trail.
The Parks and Recreation Maintenance and Capital Improvements Millage would provide funding for the grant match in the amount of $200,000.00.
You are requested to authorize City staff to apply for a TAP grant to fund renovation of the Gallup Park pathway segment of the B2B non-motorized trail.

Whereas, The Gallup Park Pathway, an important part of the Border to Border Trail, is in need of renovations to replace asphalt in poor condition, to widen the trail to meet AASHTO standards and improve safety;
Whereas, The Parks and Recreation Open Space Plan lists renovation of the trail systems throughout Gallup Park as one of the important projects to maintain and improve existing infrastructure;
Whereas, Transportation Alternative Program Grants are available through SEMCOG and MDOT to make improvements to the Gallup Park Pathway;
Whereas, Funding is available in the approved FY2014 Parks and Recreation Maintenance and Capital Improvements Millage budget, and included in the FY2015 CIP; and
Whereas, The Parks and Recreation Maintenance and Capital Improvements Millage would fund the grant match in the amount of $200,000.00;
RESOLVED, That City Council direct the City Administrator to apply to SEMCOG and the MDOT for renovations to the Gallup Park Trail and authorizes the City Administrator to execute all documents required for or incidental to the application process.
