Resolution to Extend the Service Agreement with Precision Concrete Cutting (Bid No. 4260) for the 2014 Ramp & Sidewalk Repair Project

Attached for your review and approval is a resolution to extend the Construction Services Agreement with Precision Concrete Cutting (Bid No. 4260) for the 2014 Sidewalk Cutting Project in the amount of $207,350.
The 2014 Sidewalk Cutting Project will consist of the repair of deficient sidewalks in approximately 20% of the City in 2014, as part of the third year of a 5-year program to perform maintenance on the City's entire sidewalk system.
The work of this agreement is the horizontal cutting of sidewalk slabs that have "vaulted" or "displaced" joints. By horizontally cutting sidewalk that is in otherwise good condition, full removal and replacement can be avoided. Based on the current unit prices that we have received from our contractor for this year's ramp and sidewalk project, the cutting of one transverse joint that is vaulted, the City will save about $164 (based upon a typical 5' wide sidewalk that is 4" thick) per location on average. The scope of the work is to cut vaulted sidewalk slabs where the vertical displacement is greater than ½" in height. Vertical displacements greater than 1" in height are considered to be too large for cutting and are generally planned to be removed and replaced with new sidewalk.
Precision Concrete Cutting was the sole bidder for the 2013 Sidewalk Cutting Project for which bids were opened on February 15, 2013, and was also the sub-contractor for the sidewalk cutting work on the 2012 project. Based on Precision Concrete Cutting's previous performance over the last two years, City staff is recommends that their service agreement be extended for one additional year as allowed for in the 2013 contract.
Precision Concrete Cutting received Human Rights approval on June 13, 2013. All employees of Precision Concrete Cutting, assigned to work on the project will receive compensation in accordance with the Living Wage Ordinance.
The project will be funded from the approved Street Millage capital budget.

Whereas, The City of Ann Arbor approved Street Millage capital budget includes sufficient funds for the annual Ramp & Sidewalk Repair Project;
Whereas, The 2014 Ramp & Sidewalk Repair Project includes the repair of deficient sidewalks in approximately 20% of the City and the continued replacement of sidewalk curb ramps to meet the requirements of the Americans with Disabilities Act (ADA) and the approved Consent Decree;
Whereas, The 2014 Ramp & Sidewalk Repair Project is necessary to maintain high quality pedestrian facilities in the City of Ann Arbor;
Whereas, Horizontal cutting of sidewalk to eliminate vertical sidewalk displacements is a cost-effective and low impact solution to assist the City in repairing sidewalks;
Whereas, Competitive bids were received by Procurement on February 15, 2013 and Precision Concrete Cutting was the lowest responsible bidder;
Whereas, Precision Concrete Cutting performed sidewalk cutting in 2012 and 2013 to the satisfaction of the City;
Whereas, The contractual proposal sets forth the services to be performed by said company, and the payments to be made by the City therefore, all of which are agreeable to the City;
Whereas, The contract provides for extension of the contract for up to two (2) one-year terms, subject to the terms and conditions in the original contract; and
Whereas, Precision Concrete Cutting received Human Rights approval on June 13, 2013, and its employees will receive compensation in accordance with the Living Wage Ordinance;
RESOLVED, That a contract extension in the amount of $207,350.00 be awarded to Precision Concrete Cutting for the concrete cutting portion of the 2014 Ramp & Sidewalk Repair Project;
RESOLVED, That a contingency amount of $21,000.00 be authorized within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with Precision Concrete Cutting, not to exceed $21,000.00 in order to satisfactorily complete this project; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
