Resolution to Approve an Amended Grant Contract with the Michigan Department of Transportation for Work Related to the Gate and Fencing Project at the Ann Arbor Municipal Airport ($17,000.00)

Attached for your review and approval is a resolution to approve an amended grant contract with the Michigan Department of Transportation-Office of Aeronautics (MDOT-Aero) in the amount of $17,000.00 for the Gate and Fencing Project at the Ann Arbor Municipal Airport. The original grant agreement was in the amount of $157,895.00 and the amended total would be $174,895.00.
The grant amount amendment of $17,000.00 is comprised of $16,150.00 in federal funds, $425.00 in state funds and $425.00 in airport matching funds. The airport's share of this grant is included in the airport's current operating budget. All funding (local, state and federal) for this project will come from fees paid by users of aviation industry services. The grant is administered by MDOT-Aero.
In May 2013, City Council approved the Gate and Fencing Project with the understanding that the costs that exceeded the initial grant amount would come from the airport operating budget if additional grant funds were unavailable. MDOT-Aero determined that the additional project costs were eligible and are providing grant funding through this amendment. The project was completed in October 2013.

Whereas, The City completed the Gate and Fencing Project at the Ann Arbor Airport in October 2013 using funds provided by federal, state and local aviation sources;
Whereas, The amount of the Project exceeded the initial grant amount provided by MDOT-Aero;
Whereas, MDOT-Aero has amended the original grant agreement to provide the additional funds that will allow for the closeout of the Project at the Ann Arbor Airport;
Whereas, MDOT-Aero and City staff recommend that City Council approve the amendment to the grant agreement;
Whereas, MDOT-Aero will administer the amended grant; and
Whereas, The local matching funds ($425.00) for this amendment to the grant agreement are available in the approved FY14 Airport operating budget;
RESOLVED, That the City Council approve the amendment in the amount of $17,000.00 to grant contract number 2013-0100/A1 with the Michigan Department of Transportation for work related to the Gate and Fencing Project at the Ann Arbor Municipal Airport;
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign said amendment upon approval as to form by the City Attorney and upon approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
