Memorandum
The attached resolution authorizes the purchase of a John Deere model 135G hydraulic excavator. The unit will be used by the Public Services Area, Field Operations Unit, and replace a 2002 mini excavator currently used by that Unit. The primary use for the machine is to repair water main line breaks. A secondary use is sewer main repairs.
 
The excavator's ability to rotate its bucket and cab 360 degrees allows it to be positioned behind the dump truck, keeping equipment and personnel out of the flow of traffic. An excavator is more maneuverable, will dig deeper, and is safer to operate then the backhoes used previously.
 
This new hydraulic excavator digs to 19' which is 7' deeper then the smaller unit it will be replacing. City crews will be able to reach the larger water mains that are typically deeper and older.
 
Mini excavator number 2850 has been in service for 11 years and has over 5,350 hours of use and 50% of its total repair cost has accrued in the last 3 ½ years.  Because of its age and increasing repair cost, this excavator is no longer reliable.  This unit will be removed from service and sold at the next City auction.
 
AIS Construction Equipment Corporation, Grand Rapids, MI, was awarded contract #097B130016 with the State of Michigan's MiDeal program for Road Maintenance and Earth Moving equipment.
 
This purchase follows the goals and guidelines of the City's Green Fleet Policy to reduce the amount of fuel used and to pay a premium for "greener" vehicles if necessary. This unit will be powered by a Tier 4 engine which meets the EPA current standard for diesel powered, off road equipment.
 
Adequate funds for this purchase are budgeted in the FY14 Field Operations, Water System Operation and Maintenance budget.  
 
AIS Construction Equipment Corporation received Human Rights approval on January 22, 2014.

Whereas, The Fleet & Facilities Unit needs to purchase a replacement excavator for the City's fleet;
 
Whereas, AIS Construction Equipment Corporation was awarded a State of Michigan MiDeal Contract for Road Maintenance and Earth Moving Equipment;
 
Whereas; The new hydraulic excavator will dig an additional seven feet deeper then the unit being replaced, allowing crews to safely excavate to the larger, deeper water mains; and
 
Whereas, AIS Construction Equipment Corporation received Human Rights approval on January 22, 2014;
 
RESOLVED, That City Council approve the issuance of a purchase order to AIS Construction Equipment Corporation for the purchase of one 2014 John Deere model 135G hydraulic excavator $176,472.00;
 
RESOLVED, That funds are to be available without regard to fiscal year;
 
RESOLVED, That the vehicle being replaced (no. 2850) be sold at the next City vehicle auction; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
