Memorandum
Attached for your review and approval is a resolution to approve a Professional Services Agreement, in the amount of $398,703.00 with Hubbell, Roth & Clark, Inc. (HRC) for engineering and public engagement consulting services for the Geddes Avenue Improvements Project.  In addition, this resolution also authorizes the City Administrator to approve change orders to the Professional Services Agreement with HRC up to the total of $40,000.00.
 
The City of Ann Arbor is planning to undertake the complete reconstruction of Geddes Avenue beginning in 2015. The approved FY2014-2019 Capital Improvements Plan includes the following five projects:
 
TR-SC-10-09 Geddes Avenue Reconstruction (Huntington to Huron Parkway)
UT-SN-08-05 Geddes Avenue Sanitary Sewer
UT-SN-08-02 Dover Place/Riverview Sanitary Sewer
UT-ST-10-20 Geddes Avenue Storm Sewer
UT-WS-13-03 Dover Place/Riverview Water Main
 
The above projects are collectively known as the Geddes Avenue Improvements Project. This project potentially includes a new roadway section, storm water quality improvements, sanitary sewer extension, water main extension (Riverview Drive), correction of slope sloughing, and the construction of non-motorized improvements within the project limits.  
 
Public Engagement
 
The goal of this project is to provide a design that best meets the overall vision of the City (e.g., non-motorized transportation, fiscal responsibility, engineering standards) and the desires of the community. To this end, HRC and their sub consultants will develop and facilitate a robust public engagement process to include the adjacent residents, all the various interest groups, and the public at large. This public involvement process will educate and inform the community about the project and will result in identification of those issues most important to the public with regard to construction and the final product.  
 
Engineering
 
The Consultant will be required to prepare all the necessary construction plans and specifications suitable for bidding purposes. Improvements to be considered for the final design:
 
      Reconstruction of the existing pavement on Geddes Avenue from Huntington to Hickory Lane with possible modifications to existing horizontal and vertical alignment.
      Stabilization of the slope along the curve near Geddes Ridge Avenue to address sloughing and accommodate desired non-motorized facilities if possible. Conceptual designs for this area have called for a retaining wall.
      Design of a stormwater management system to comply with the requirements of the Green Streets Policy.
      Incorporation of non-motorized transportation elements as called for in the Non-Motorized Transportation Plan.
      Addition of sanitary sewer to service the Geddes Avenue properties (east of Huntington) and within Dover Court and the southerly 900 feet of Riverview Drive (see Map of Parcels Lacking Sanitary Service) and any other property that would best be served by a main within Geddes Ave or Riverview Drive.
      Determination of the method of providing sanitary service to other non-served properties within the project influence that cannot feasibly be served by a main in Geddes Avenue or Riverview Drive (e.g., due to lack of access or unfavorable grades). The final designs for these properties are not included in this project, but may be added by the City as an amendment to the Contract.
      Addition of water main to service the Dover Court and Riverview properties from Geddes Ave to approximately 900-ft north.  
 
Construction of this project is expected to begin in the spring of 2015 and may continue through 2016.  
 
On April 24, 2013, a request for proposal for professional engineering services was posted to the Michigan Inter-governmental Trade Network (MITN) BidNetĀ® website and proposals from three consultants were received on November 27, 2013.  A team of staff members reviewed all of the proposals and narrowed the selection to two consulting firms whose fee quotations were opened and evaluated. These two firms were then interviewed after which Hubbell, Roth & Clark, Inc. was selected as the most qualified consulting firm based on their previous work experience, their proposed work plan, their competitive fee schedule, and their interview.  
 
Hubbell, Roth & Clark, Inc. received Human Rights approval on March 25, 2013, and complies with the Living Wage Ordinance.

Whereas, Funding for the Geddes Avenue Improvements Project is included in the approved Capital Budget;
 
Whereas, It is necessary to replace the existing road, extend sanitary sewer, and extend water main to ensure a safe and reliable infrastructure;
 
Whereas, It is necessary to retain the services of a professional engineering firm to assist the City with the design and construction plans and specifications for the Geddes Avenue Improvements Project;
 
Whereas, Hubbell, Roth & Clark, Inc. has demonstrated the required experience, qualified professionals, and competitive fee schedule for the required services; and
 
Whereas, Hubbell, Roth & Clark, Inc. received Human Rights approval on March 25, 2013, and complies with the Living Wage Ordinance;
 
RESOLVED, That City Council approves a professional services agreement with Hubbell, Roth & Clark, Inc. in the amount of $398,703.00 for the engineering consulting services for the Geddes Avenue Improvements Project;
 
RESOLVED, That City Council approves a contingency of $40,000.00 to finance change orders to be approved by the City Administrator, to be available until expended without regard to fiscal year;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said professional services agreement, after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
 
RESOLVED, That City Council authorizes the City Administrator to take necessary administrative actions to implement this resolution; and
 
RESOLVED, That the City make the following declaration for the purposes of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds.
