Memorandum
The attached resolution seeks approval for a purchase order with Hastings Air Energy Control Incorporated for fifteen (15) vehicle source capturing exhaust systems. This will upgrade existing operating systems within the city's five (5) operating fire stations as part of the city's commitment to providing its fire fighting personnel and visitors of city fire stations a safer and cleaner living atmosphere, while supporting the city's leading role in protecting the overall quality of the environment.
 
Hastings Air Energy Control Inc. is the proprietary agent  for the Plymovent systems for Michigan and a proven leader in Source Capturing Exhaust Systems in Michigan.  Currently, Hastings Air Energy Control Inc.  is responsible for the installation and servicing of source capturing exhaust systems for over 120 Michigan fire departments with over 1,600 Plymovent systems in operation today.  Throughout the mid-west region, Hastings Air Energy Control Incorporated has installed Plymovent systems in the following metropolitan cities:  Chicago, IL (90 fire stations); Cincinnati (35 fire stations); Madison, WI (18 fire stations); Milwaukee, WI (18 fire stations), and Toledo, OH (20 fire stations).   
 
The City of Ann Arbor and Hastings Air Energy Control Inc.  have been the beneficiaries of an established business relationship for over twenty-two (22) years protecting and preserving the air quality within all City fire stations and the environment.  As a result of this established relationship and familiarity, Hastings Air Energy Control Inc. installation and service technicians have a keen awareness of all City fire stations and their existing source capturing exhaust system infra-structure.  Based on skilled technicianas, proven experience and knowledge of the City's existing source capturing systems, and grant time constraints for installation of the systems, Hastings Air Energy Control, Inc. was identified as a best/sole source company.
 
With this best/sole source recommended purchase, Hastings Air Energy Control Inc shall provide the Ann Arbor Fire Department (hereinafter "AAFD") a complete parts and service warranty for a period of five (5) years.  In addition to the full warranty agreement, Hastings Air Energy Control Inc.  staffs a service department of certified Plymovent service technicians available to the AAFD in order to comply with  rules, regulations, standards and codes of the National Fire Protection Association (NFPA) 1500; the Michigan Occupational Safety and Health Agency ((MI) OSHA) Part 74, and the Michigan Mechanical Code (502.14) to limit/prevent exposure to hazardous exhaust emissions that contain known contaminants and carcinogens.
 
Hastings Air Energy Control Incorporated has received Human Rights approval on December 4th, 2013 and comply with the City's living wage ordinance.
 
Resolution R-13-495 established and appropriated funding to a major grant fund account for the project ($109,845.00); U.S. Department of Homeland Security to the Ann Arbor Fire Department ($87,876.00), Fire Services budget ($21, 969.00).

Whereas, The Ann Arbor Fire Department has determined it is necessary to upgrade the existing infrastructure of the Vehicle Source Capturing Exhaust Systems in all five (5) operating fire stations;
 
Whereas, Hastings Air Energy Control Incorporated is the proprietary agent of the Plymovent systems for Michigan, and has established a proven business relationship with the City of Ann Arbor for over twenty-two (22) years protecting and preserving the air quality within all City fire stations and the environment;  
 
Whereas, Hastings Air Energy Control Incorporated installation and service technicians have a keen awareness of all City fire stations and their existing source capturing exhaust system infra-structure;
 
Whereas, The Hastings Air Energy Control Incorporated is a proven leader in Source Capturing Exhaust Systems in the State of Michigan installing and servicing over 120 Michigan fire departments with over 1,600 Plymovent systems in operation today;  
 
Whereas, Hastings Air Energy Control Incorporated shall provide the Ann Arbor Fire Department a complete parts and service warranty for a period of five (5) years;
 
Whereas, Acquisition of the Plymovent Source Capturing Exhaust Systems from Hastings Air Energy Control Incorporated, as a best/sole source provider, will ensure the City with components to upgrade the City's existing Plymovent system infrastructure to meet or exceed all federal and state regulations concerning source capturing exhaust systems, and reduce system operational costs;
 
Whereas, Hastings Air Energy Control Incorporated received Human Rights approval on December 4th, 2013 and complies with the City's living wage ordinance; and
 
Whereas, Funding for this purchase has been appropriated without regard to fiscal year; Major Grant Fund Account for the Project ($109,845.00); U.S. Department of Homeland Security to the Ann Arbor Fire Department ($87,876.00), Fire Services budget ($21, 969.00);
 
RESOLVED, That City Council approve a purchase order with Hastings Air Energy Control Incorporated as the best/sole source vendor to in the amount of $109,845.00 to purchase upgrades to the Ann Arbor Fire Department's existing source capturing exhaust systems for the Ann Arbor Fire Fighters; and
 
RESOLVED, That the City Administrator be authorized and directed to take all necessary actions to implement this Resolution.
