Memorandum
We recommend your approval of the attached resolution authorizing a contract in the amount of $35,600.00, with Nova Environmental Inc., for air monitoring services and project oversight during the asbestos abatement work planned for floors 3, 4 and 5 at City Hall. This is the first of two phases to complete the removal of asbestos containing materials in City Hall. The second phase will complete the removal on the 2nd floor in late Fall, 2014. At that point, all floors of City Hall will have been abated. Floors basement, 1, 6 and penthouse were abated in previous projects.

Funding for this work was included in the approved FY14 General Fund Capital Budget as part of the overall proposed asbestos abatement project budget.

This contractor will be working everyday that abatement activities are ongoing. They provide air monitoring services (taking and analyzing air samples) throughout the day within the enclosed work area as well as monitoring the air quality in other parts of the building. They are also the City’s representative inside the enclosed area ensuring that all asbestos containing materials are abated completely and properly.

Requests for proposals for air monitoring and project oversight services were advertised and proposals were received from seven firms on November 6, 2013. Staff evaluated the proposals and determined that Nova Environmental Inc. of Ann Arbor, MI, provided the best mix of qualifications, experience and pricing and recommends they be awarded the contract.

The resolution includes a recommended 10% project contingency of $3,560.00 to cover potential contract change orders to be approved by the City Administrator if necessary.
