Memorandum
Attached for your review and approval is a resolution to authorize a contract with Watertap, Inc., for watermain line stops and insertable valve installations at various locations.
 
Each year, while performing maintenance to the water system, staff discovers valves that are no longer operational.  The water main line stop and insertable valve installations will allow staff to perform emergency repairs and schedule water main shutdowns to replace old valves with minimal interruption of water services.  In addition, valve insertion functions as preventative maintenance and assures minimum future interruptions to water services and lowers the number of future emergency repairs and associated costs.
 
Watertap, Inc., was the sole bidder.  Watertap, Inc. will provide the line stop materials and the insertable valves, and will perform the installations.  The contract is for a period of three (3) years, with three 1-year optional renewal periods under the same terms and conditions of the original contract if agreed to by both parties.
 
Funds for the first year of the contract are available in the FY14 Field Operations, Water Supply System operating budget.  Subsequent years are subject to budget approval.
 
Watertap, Inc., received Contract Compliance approval on July 3, 2013 and Living Wage approval on March 27, 2013.

Whereas, While performing maintenance operations of the water system staff has discovered failed valves that are no longer operational and need replacement;
 
Whereas, The traditional replacement of valves would cause loss of water service in a wide area;
 
Whereas, The purchase of watermain line stops, insertable valves and installation services will allow repairs to be performed with minimum interruptions to water services and lower the number of emergency repairs and associated costs;
 
Whereas, Watertap, Inc. was the sole bidder in response to ITB-4309;
 
Whereas, Funds are available in the approved FY14 Field Operations, Water Supply System operating budget for the first year of the contract;
 
Whereas, Continuation of the initial contract in the second and third years is subject to the availability of funding in the FY15 and FY16 Field Operations, Water Supply operating budgets;
 
Whereas, Exercise of the City's option to renew the contract for three 1-year terms, if agreed to by Watertap, Inc., is subject to the availability of funding in the FY17 through FY19 Field Operations, Water Supply operating budgets; and
 
Whereas, Watertap, Inc., received Contract Compliance approval on July 30, 2013 and Living Wage approval on March 27, 2013;
 
RESOLVED, That Council accepts the proposal and awards a contract to Watertap, Inc. in the amount of up to $75,000.00 annually for three years, subject to the availability of funding in FY15 and FY16, to purchase line stops, insertable valves and installation services;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract Watertap, Inc. for goods and services after approval as to substance by the City Administrator and approval as to form by the City Attorney;
 
RESOLVED, That City Council authorizes the City Administrator to extend the contract for three 1-year terms under the same terms and conditions of the original contract, subject to agreement by Watertap, Inc., and subject to the availability of funding in FY17, FY18 and FY19; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
