Resolution to Approve Purchase Order with Ozonia for Purchase of Ozone Generator Dielectrics ($68,209.00)
Memorandum
Your approval is requested to authorize a purchase order with Ozonia to procure materials for the Ozone Generator Dielectric Replacement Project at the Water Treatment Plant.
 
Ozonia is the sole source for materials related to the ozone generation system as they are the original manufacturer, supplier and installer of the Water Treatment Plant's ozone disinfection system.
 
The Water Treatment Plant has used ozone gas as the primary disinfectant for the City's drinking water supply since 1996. The City relies on its primary disinfection system to comply with State and Federal Drinking Water Regulations. The ozone system was manufactured, supplied and commissioned by Ozonia. The system requires periodic maintenance, repairs, and upgrades to ensure safe, efficient and reliable disinfection. The Water Treatment Plant has four ozone generators. The dielectrics, which are the components used to convert oxygen gas to ozone gas, have already failed and been replaced in one of the units. The dielectrics cannot be repaired, but must be replaced. It is recommended that the Water Treatment Plant stock one generator's worth of spare parts. The existing stock has been exhausted. Therefore, it is recommended that this purchase order with Ozonia be approved to stock the spare parts to replace the dielectrics in one generator unit.  
 
Ozonia received Human Rights approval on October 4, 2013 and complies with the Living Wage Ordinance.  
 
Funds are available for this purchase in the approved Water Supply System Capital Budget.

Whereas, The Water Treatment Plant uses ozone as its primary disinfectant to comply with State and Federal drinking water regulations;
 
Whereas, The Water Treatment Plant's ozone system was manufactured by Ozonia, and needs to replace its stock of spare parts for the ozone generators to maintain system reliability;
 
Whereas, Ozonia is the sole source for replacement materials and services for the Water Treatment Plant ozone system; and
 
Whereas, Ozonia received Human Rights approval on October 4, 2013 and complies with the Living Wage Ordinance;
 
RESOLVED, That Council authorizes the issuance of a purchase order with Ozonia for a total of $68,209.00 for the purchase of material for the ozone generator dielectric project;
 
RESOLVED, That the City makes the following declaration for the purposes of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the internal Revenue Code of 1986, as amended, that the City reasonably expect to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
