Attached for your review and approval are the minutes and resolution regarding the Insurance Board decision which was made on August 15, 2013 for the purpose of discussing pending claims against the City, conducting other business and making other recommendations to City Council.

RESOLVED, That the attached Board of Insurance Administration Minutes of August 15, 2013 be accepted and that the recommended course of action therein, including payments, be approved and authorized;
RESOLVED, That the City Administrator, or his designee, be authorized to bind workers' compensation insurance coverage with Accident Fund Company of America for FY14 and FY15;
RESOLVED, That the City Council approves the recommended contract with CompOne Administrators as the City's workers' compensation third party administrator for FY14 and FY15 at $28,000 per year,
RESOLVED, That the coverage and contract be funded from the Risk Fund, subject to the availability of funding in FY15;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract with CompOne Administrators after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.

NEW BUSINESS
Mr. Horning and Mr. Lyle discussed the workers compensation proposal presented by the Hylant Group. Six carriers were asked to bid on the insurance policy. One carrier declined to bid. Four carriers quoted between $79,000 and $100,000. Accident Fund Company of America quoted $56,192. Accident fund works exclusively with CompOne Administrators for third party administrative services. The fee for these services was quoted at $28,000. CompOne Administrators received human rights and living wage approval on April 29, 2013. Mr. Horning made a motion to approve The Accident Fund as the city's workers' compensation carrier and CompOne Administrators as third party administrator for fiscal years 2014 and 2015. Councilmember Lumm seconded. The motion passed.
