Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with CTI and Associates, Inc. (CTI) for construction materials testing services in the amount of $32,977.00 for the Packard Street (Anderson to Kimberly) Resurfacing Project.

This project consists of a mill and overlay of the pavement and replacement of some curbs, ramps, inlets, and guardrail. The construction is scheduled for August through October 2013.

Eight firms submitted proposals for the required construction materials testing services. Project Management staff evaluated the proposals and selected CTI based on the proposal, staff qualifications, past involvement with similar projects, and cost. CTI and Associates, Inc received Living Wage approval on April 9, 2013 and Contract Compliance approval on February 26, 2013.

Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the project budget for the Packard Street Resurfacing Project.
