Memorandum
The attached resolution is for a contract with Emergent Health Partners (formerly Huron Valley Ambulance) for fire department dispatching services for FY2014 and FY2015 with the right to renew the service agreement for an additional two successive two-year terms.
 
Huron Valley Ambulance provided and continues to provide as Emergent Health Partners dispatching services for eleven area fire departments.   Services are provided on a two-year contract cycle.   As one of the area fire departments serviced by EHP, the City of Ann Arbor benefits from cost and resource management coordinated services including the reduction of duplicative/inappropriate emergency services requests, coordination of a unified response management, and unified guidelines and protocols for dispatch.
 
Funds for dispatching services are budgeted in the approved FY14 Fire Services budget based on previous fiscal year call volumes.   During the contract term, the nature and volume of service calls will be quality controlled monthly and oversight will reside with the Fire Chief.  Funding for FY15 and any renewal period authorized under the contract terms will be included in the Fire Services budget request for that year.
 
Emergent Health Partners received Human Rights approval on July 2nd, 2013 and complies with the City living wage requirements.

Whereas, Emergent Health Partners, formerly Huron Valley Ambulance, currently provides fire dispatching services for City of Ann Arbor and ten other fire services in Washtenaw County;
 
Whereas, By contracting for fire dispatching services with Emergent Health Partners the City of Ann Arbor Fire Department continues to benefit from time, cost and resource management efficiencies without negatively impacting the quality of services to City fire fighters or the public,
 
Whereas, Fire Services sufficient funds have been budgeted in the approved FY14 Fire Services budget for dispatching services and the Fire Services will plan and budget for dispatch services in its FY15 Fire Services budget; and
 
Whereas, Emergent Health Partners received Human Rights approval on July 2nd, 2013 and complies with the City living wage requirements;
 
RESOLVED, That City Council approve a two-year service contract with Emergent Health Partners for dispatching and related services for a total not to exceed amount of $215,750.35;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract for services after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution, including, if deemed in the best interest of the City, authorization of renewal of the contract under the same terms as the initial agreement.
