Memorandum
Attached for your review and approval is a special assessment Resolution #1 for the design of a sidewalk along the south side of Barton Drive from approximately 250 west of Chandler Road to Longshore Drive (see attached map). This resolution will authorize City staff to prepare a preliminary design and cost estimate for the addition of new sidewalk along Barton Drive as a special assessment project. The attached map shows the proposed new sidewalk.   
 
On December 10, 2012, staff received a petition requesting the City to provide a sidewalk along the south side of Barton Drive from approximately 250 west of Chandler Road to Longshore Drive. The petition had 7 signatures from three separate households.  
 
A public meeting was held on April 10, 2013 to further assess the community desire for sidewalk at this location. The general input from the vast majority of residents in attendance was that the extension of this sidewalk was necessary to provide safe pedestrian access to the non-motorized boardwalk connecting the neighborhood to Argo Nature Area and Bandemer Park. The meeting summary for this public meeting is attached.
 
This Resolution authorizes the appropriation of $15,000.00 from the City's General Fund to establish a budget in that amount for the purpose of preparing a preliminary design and cost estimate.  As part of this process, staff will investigate various funding scenarios for the sidewalk, which will include special assessment of some of the properties adjacent to the new walk.
 
Based on the support for this sidewalk received at the public meeting, the following schedule was established:
 
July 2013:  City staff will prepare a special assessment Resolution #1 for City Council's authorization to proceed with the preparation of a preliminary design, cost estimate, and funding scenarios for this sidewalk
 
August 2013 to October 2013:  Obtain topographical information; prepare preliminary design and cost estimate for this sidewalk; and proceed with special assessment process and investigate funding opportunities.
 
November 2013 - February 2014:  Finalize Design, Special Assessment Resolutions to Council, and bidding for construction.
 
Spring/Summer 2014:  Construction this sidewalk.

Whereas, A public sidewalk does not exist along the south side of Barton Drive from approximately 250 west of Chandler Road to Longshore Drive;
 
Whereas, In December 2012, a petition was received by the Public Services Area Administrator's Office requesting the installation of a sidewalk along this section of Barton Drive;
 
Whereas, The general input from received from a majority of residents in attendance at a public meeting held on June 6, 2013, was that the extension of this sidewalk desired; and
 
Whereas, Council deems it necessary to construct the following improvement: Barton Drive Sidewalk, DISTRICT NO. 41; FILE NO. 2013-028; described as:
 
Construction of approximately 400 feet of new concrete sidewalk along the south side of Barton Road from approximately 250 west of Chandler Road to Longshore Drive.
 
RESOLVED, That the City Administrator be directed to have plans and specifications prepared for said improvement project, and an estimate of the cost thereof;
 
RESOLVED, That the City Administrator be directed to file a report of same with the City Clerk, including a recommendation as to what proportion of the cost should be paid by special assessment and what part, if any, should be a general obligation of the City, the number of installments in which the assessments may be paid, and the land which should be included in the special assessment district;
 
RESOLVED, That the City Clerk shall present said report to the Council and make it available for public examination;
 
RESOLVED, That the sum of $15,000.00 be appropriated for the planning and design of said project, such sum being appropriated from the General Fund, Fund Balance and establishes a project budget to be available without regard for fiscal year for purposes of said design; and
 
RESOLVED, That any unspent portion of said sum is re-appropriated and re-advanced as above for said project for succeeding fiscal years.
