Resolution to Approve an Agreement with the Michigan Department of Transportation for the Packard (Anderson to Kimberly) Resurfacing Project
Memorandum
Attached for your review and approval, please find a resolution to approve an agreement between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the resurfacing of Packard Road from Anderson to Kimberly (just west of Eisenhower). The agreement is required so that this project can be performed as a Federal Aid project

Funds for this project have been approved in the Street Millage Fund capital budget.

The completed plans were submitted to MDOT in March 2013 for a bid letting on June 7, 2013. This resolution was prepared prior to June 7, so the bid results were not available for inclusion in this memorandum.

Construction
Packard Road is scheduled for construction from July 22, 2013 through September 2013. The work will be phased such that half the road will be under construction while the remainder of the width will be used to maintain two lanes of traffic (two-way traffic) throughout the construction zone. The pavement of Packard will be resurfaced and the curbs will be replaced where needed. Some stormwater inlets will be replaced and sidewalk ramps will be upgraded to current ADA standards.

Following the repaving, Packard will be restriped from four lanes to three lanes with bike lanes to Kimberly Road. This 4-to-3 lane conversion will match the current configuration north of Kensington Drive and follows the recommendations of the Non-Motorized Plan.

Public Communication
Residents and businesses along the corridor were notified of the project, including the 4-to-3 lane conversion, via a mailed flier. In addition, a public meeting was held on March 20 at Cobblestone Farm.
