Memorandum
Attached for your review and approval is a resolution to authorize a Professional Services Agreement with Professional Service Industries, Inc. (PSI) for construction materials testing services in the amount of $40,960.00 for the West Madison Improvement Project.

This project consists of the replacement of the existing 6-inch water main with new 8-inch and 12-inch ductile iron water mains along West Madison Street from South Seventh Street to South Main Street and installation of a Stormwater Management System which will utilize infiltration and detention techniques such as bio-retention (rain gardens) and upsized storm sewer pipe to achieve improved storm water quality and reduced flows into Allen Creek. The complete reconstruction of the street will include repaving of the asphalt surface, removal and replacement of concrete curb and gutter, replacement of the sidewalk ramps, select areas of sidewalk, and driveway approaches.
We received proposals from eight firms for the required construction materials testing services. Project Management staff evaluated the proposals and selected PSI based on the proposal, staff qualifications, past involvement with similar projects, and cost. PSI received Human Rights and Living Wage approval on May 29, 2013.
Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the project budget for the West Madison Improvement Project.
