Attached for your review and approval, please find a resolution to approve a professional services agreement with Northwest Consultants, Inc. (NCI) in the amount of $101,140.00 for design services associated with the Stone School Road Reconstruction Project.  
 
The Stone School Road Reconstruction Project provides for the complete reconstruction of Stone School Road between I-94 and Ellsworth Road.  A portion of the project includes alternatives for addressing the existing, failed, Mallett's Creek culvert located under Old Stone School Road near the I-94 pedestrian overpass, as well as stream bank stability issues associated with the existing culvert located under Stone School Road and other storm water quality and quantity issues associated with Stone School Road itself.  Due to the type and amount of work required to properly examine the storm water issues, the required hydraulic analysis and MDEQ permitting procedures, and structural analysis of the existing (and potential new) culvert under Stone School Road, it is necessary for the city to contract with a professional engineering firm for the needed analysis and design services.  Other tasks NCI will either perform or assist with include the sampling of sediments of Mallett's Creek and soils within the Stone School Road right-of-way for possible contamination; storm sewer sizing; re-design of an existing drainage ditch between Stone School Road and Mallett's Creek; storm water detention calculations; design services associated with the installation of bioswales; and, other related tasks.  PMSU staff will perform all design engineering and plan and contract preparation tasks associated with the reconstruction of the roadway, while NCI will assist city staff with issues associated with the culverts and the storm water design.
 
On March 27, 2013, the Project Management Services Unit received five proposals from professional engineering firms for the performance of the work.  A selection committee comprised of Project Management staff thoroughly evaluated each proposal and interviewed three firms.  NCI is the most qualified firm for the project based on their proposed scope of work, competitive fee schedule, and interview.  NCI received Human Rights approval on May 2, 2013 and Living Wage approval on April 1, 2013.  The form of contract will be the standard professional services agreement drafted by the City Attorney.
 
Funding for this work will come from the approved FY 14 Public Services Area Water, Stormwater and Street Millage Capital Budgets.

Whereas, It is necessary to retain the services of a professional consulting engineering firm to assist the City of Ann Arbor with the design of the Stone School Road Reconstruction Project;
 
Whereas, Funding for this work is available in the approved FY 14 Public Services Area Water, Stormwater and Street Millage Capital Budgets;
 
Whereas, The professional engineering firm of Northwest Consultants, Inc., of Canton, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm, and the payments to be made by the City therefore, all of which are agreeable to the City; and
 
Whereas, Northwest Consultants, Inc. received Human Rights approval on May 2, 2013 and Living Wage approval on April 1, 2013;
 
RESOLVED, That a professional services agreement with Northwest Consultants, Inc. in the amount of $101,140.00 be approved;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement, after approval as to form by the City Attorney and approval as to substance by the City Administrator;
 
RESOLVED, That the City Administrator be authorized to approve amendments to Northwest Consultants, Inc.'s professional services agreement up to $10,000.00 in order to satisfactorily complete the project; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
