Resolution to Approve the Distribution of the Draft 2013 Non-motorized Plan Update (CPC Recommendation: Approval - 8 Ayes and 0 Nays)
Memorandum
Attached is a resolution authorizing the distribution of the draft 2013 Non-motorized Plan Update to adjoining jurisdictions and the general public. This is the first step in the process of reviewing the plan as an amendment to the Non-motorized Plan, which is an element of the City Master Plan.
Project Summary:
· The Non-motorized Plan was originally adopted as an element of the City Master Plan in January 2007. Over the past year and a half, Systems Planning and Planning staff have been working to update the approved plan.
· The planning process for this update incorporated extensive public outreach that included multiple public workshops, focus groups and monthly meetings with the City’s Alternative Transportation Committee.
· The draft 2013 Non-motorized Plan Update is intended to be an amendment to the adopted Non-motorized Plan that updates the plan’s recommendations for non-motorized system improvements. The draft document incorporates analysis of current conditions and best practices, which have changed substantially in the five years since the plan was adopted.
The City Planning Commission, at its meeting of April 16, 2013, recommended that City Council approve the distribution of the draft 2013 Non-motorized Plan Update. Once the mandated comment review period is completed, the Planning Commission will hold a public hearing and consider making revisions to the draft plan prior to considering it for adoption.
