Memorandum
The attached resolution amends the Purchase Order to Waste Management for additional landfilling of contaminated soil excavated during the Dexter Avenue Improvements Project.

In November 2012, Council ratified the City Administrator’s authorization of a $45,000.00 emergency purchase order to Waste Management to provide landfilling of contaminated soil (R-12-519) encountered during excavations for the Dexter Avenue road and utility work.

At that time, staff estimated future excavations would yield about 1200 tons in addition to the 3000 tons excavated. This was based on the location of the soils on the south side of the road and the expectation that the north side would mirror the south. However, the north side produced more contaminated soil than estimated. The actual tonnage exceeded 5000 tons. Therefore, staff recommends increasing the purchase order by $7,500 to cover this additional landfilling and any potential future landfilling that may be required during the final stages of the project (this includes completion of the Vets Parking lot and bioretention area).

We propose to fund this purchase order from the existing budget of the Dexter Avenue Improvements Project.
