Title
Resolution to Submit Funding Applications Under the Local Bridge Program to Perform Preventative Maintenance on Three City Bridges
Memorandum
The attached resolution is a support document for the Local Bridge Program funding applications being prepared for submission to the Michigan Department of Transportation (MDOT).  Application packets have been prepared for three bridges within the City that require preventative maintenance in order to keep them in good condition and maximize the service life of our bridge assets.  The three bridges for which we are requesting funding are the Fuller Road Bridge over the Norfolk Southern Railroad, the Maiden Lane Bridge over the Huron River, and the E. Medical Center Drive Bridge over the Norfolk Southern Railroad.

The Local Bridge Program is funded with State and Federal funds.  The program pays 95% of a project's eligible construction costs.  The local authority is required to fund the remaining 5% of the construction cost as well as 100% of the design, construction engineering, and testing costs.

The deadline for delivery of the Local Bridge Program funding applications is May 1, 2013.  Approval of this resolution does not obligate the City to expend any funds at this time.  This resolution authorizes the City to submit applications for Local Bridge Program funding with the intent to commit the necessary funds for design, construction engineering, testing, and the 5% match for construction cost should any of our bridges be chosen for funding.

The subject bridges are contained within the Capital Budget for design engineering to be performed in 2014 and construction in 2015.  Currently, the anticipated scope of preventative maintenance work that is planned for each bridge is the complete removal and replacement of the existing paint system; removal and replacement of the expansion joint assembles; removal and replacement of the latex-modified concrete wearing surface; upgrading the guardrails; repair of the bridge railings; removal of the brush and trees that have grown immediately adjacent to the structures; and, other related work.  Also, the pin and hangar assemblies and some corroded steel diaphragms will be removed and replaced on the Fuller Road Bridge over the Norfolk Southern Railroad tracks.  The above referenced scope of work has been drawn from the bridge inspections that have been performed in 2011 and 2012.

Although these applications are due May 1, 2013, the review process is lengthy.  The status of funding will not be determined until early 2014.
