Attached for your review and action is a resolution to approve a Transportation Alternatives Program (TAP) grant application to SEMCOG and MDOT.

The North Main Huron River Corridor Vision Taskforce (Task Force) has made a recommendation to Council for the reclamation and redevelopment of the floodway portion of the 721 N Main site. The recommendation focuses primarily on converting the floodway portion of the 721 N. Main site to a storm water improvement, non-motorized transportation and park use. A small trailhead parking area and non-motorized trails will provide access to the site at Felch, Summit, and Main Streets. The pathways would also create a first step in a greenway with a vision toward connecting to the Huron River and the Border - to - Border trail network. Surrounding the trails will be wet meadow, prairie grass, or other storm water management features.

The City recently applied to the Michigan Department of Natural Resources Grants Management (MDNRGM) for a grant for the construction of Task Force recommendation so far for the 721 N Main site. Additionally, the City received the Washtenaw County Parks and Recreation Commission’s Connecting Communities grant in the amount of $150,000 as matching funds for the MDNRGM grant.

You are now requested to authorize City staff to apply for a TAP grant to fund the Task Force recommendation for the floodway portion of the 721 N Main site.
