Memorandum
To obtain a charitable gaming license under Michigan law, a nonprofit organization is required to submit a resolution from its local governing body recognizing it as a community-based organization.
 
The Ann Arbor Rowing Club (AARC) is a 501(c)3 non-profit organization that has a mission to provide and promote a safe, affordable, and educationally rewarding rowing experience for residents of Ann Arbor and the surrounding area. AARC is working to establish itself as one of the premiere community rowing associations in the Midwest. AARC offers a complete range of rowing programs from Learn to Row to Masters rowing.
 
Passage of the attached resolution will allow the Ann Arbor Rowing Club to hold a fundraising raffle at its annual Michigan Club Invitational Regatta on July 20. Passage of this resolution is required in order to obtain final approval from the Charitable Gaming Division of the Bureau of State Lottery for this event and any future events.

Whereas, P.A. 382 of 1972, as amended, requires that local civic nonprofit organizations be recognized by resolution adopted by the local governmental subdivision in which the organization conducts its principal activities and that a copy of said resolution be filed with any application for a license to conduct a bingo, raffle or charity game(s);
 
Whereas, The Ann Arbor Rowing Club (AARC) has requested that it be recognized as a nonprofit organization operating in the community for the purpose of obtaining a charitable gaming license; and
 
Whereas, The Ann Arbor Rowing Club is a local civic nonprofit organization as defined by P.A. 382 of 1972, as amended, which should be recognized for its efforts to provide and promote a safe, affordable, and educationally rewarding rowing experience for residents of Ann Arbor and the surrounding area;
 
RESOLVED, That City Council hereby approve recognition of the Ann Arbor Rowing Club as a local civic nonprofit organization operating in the Ann Arbor community for the purposes of its charitable gaming license application as required by P.A. 382 of 1972, as amended; and
 
RESOLVED, That the City Clerk be directed to provide a certified copy of this Resolution to the Ann Arbor Rowing Club and to take all necessary administrative actions to provide notice of this Resolution to the Charitable Gaming Division, Michigan Department of Treasury.
