Resolution to Award Contract for Argo Dam and Geddes Dam Coating and Miscellaneous Repairs to Gerace Construction Company ($295,530.00)
Memorandum
This memorandum and resolution requests approval to award a contract to Gerace Construction Company for the Argo Dam and Geddes Dam Coating and Miscellaneous Repairs Project. This project involves repair and repainting of gear housings, lift equipment, tainter gate structural steel, miscellaneous concrete repair, and minor site improvements. Site improvements include addition of rip rap and construction of a path at Argo dam to allow boaters to portage around the dam. This project does not include the structural steel repairs to the tainter gates at Geddes Dam that were included as part of the Bid Alternate for an additional $105,000. This Alternate was rejected. This work is important to extend the life and preserve the safety of these dams and to prevent more costly repairs which would result if the deterioration of the coatings is not abated.
The City received the following four bids:
Gerace Construction $ 295,530.00
Anlaan Corporation $ 354,050.00
E&L Construction $ 457,989.53
Spence Brothers $ 797,000.00
Gerace Construction Company submitted the lowest responsible bid in the amount of $295,530.00. It is therefore recommended that the bid from Gerace Construction Company, Inc. for $295,530 be accepted, and that Gerace Construction Company be awarded the contract for the Argo Dam and Geddes Dam Coating and Miscellaneous Repairs Project.
The overall budget for the project is estimated at $370,530.00 which includes the contract for Gerace Construction, project management and inspection services by City Staff ($10,000.00), contingency for the contract with Gerace Construction for change orders to be approved by the City Administrator ($30,000.00), and engineering services provided by Stantec ($35,000.00).
Funding is available for the project through the Parks Maintenance and Capital Improvements Millage Capital Budget.
The Park Advisory Commission recommended approval of this contract at their March 19th, 2013 meeting.
Gerace Construction Company received Human Rights approval on February 7, 2013 and complies with the living wage ordinance.

Whereas, The coating on the gear housings and portions of the gates at both Argo and Geddes Dams has deteriorated and is no longer serving its intended purpose;
Whereas, There is minor erosion along the dam abutments and minor deterioration of concrete, both of which require repair to preserve the safety of the dams;
Whereas, Funding is available in the approved Parks Maintenance and Capital Improvements Budget;
Whereas, Of the four bids received, Gerace Construction Company provided the lowest responsible bid in the amount of $295,530.00; and
Whereas, Gerace Construction Company has received Human Rights approval on February 7, 2013, and complies with the Living Wage Ordinance;
RESOLVED, That Council accepts the proposal and awards a contract to Gerace Construction Company in the amount of $295,530.00 for the Argo Dam and Geddes Dam Coating and Miscellaneous Repairs Project;
RESOLVED, That a contingency in the amount of $30,000.00 be approved to finance change orders to the contract with Gerace Construction Company to be approved by the City Administrator;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the contract for services after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
