Resolution to Authorize the Purchase of LED Parking Lot Fixtures for the Wheeler Center from Caniff Electric ($30,870.00) ITB-4265
Memorandum
The attached resolution will authorize the purchase of 45 LED light fixtures from Caniff Electric. The purchased fixtures will be installed at the Wheeler Center parking lot. In order to achieve energy and maintenance savings, the Public Services Area Field Operations Unit began the process of converting all the City-owned streetlights to LED fixtures in 2007. The project began with the conversion of 1,000 downtown streetlights through a grant from the Downtown Development Authority. This effort was then expanded to include the conversion of the City-owned streetlights outside of the DDA using funding from various state and federal grant funding sources. Opportunities to achieve energy savings through converting conventional lights to LEDs on City properties helps continue to advance these efforts.
Field Operations Unit of the Public Service Area solicited bids (ITB-4265) for the fixtures. The bid had detailed specifications for lighting requirements that would ensure that the City receives a quality product. Six responses to the bid were received, of which Caniff Electric was the lowest, responsible bidder. Funds are for purchase only; staff from Field Services will install the fixtures.
The City has received an Energy Efficiency and Conservation Block Grant from the U.S. Department of Energy in the amount of $1,243,400.00, funds from which will pay for the purchase of the fixtures. Council accepted the grant and appropriated the monies to fund LED conversions in resolution R-09-501, later amended in resolution R-12-450 which extended the grant period to March 7, 2013.
Grant funds remain available for the life of the project regardless of fiscal year. The Systems Planning Unit will provide remaining grant manager services and Field Operations will serve as project manager for the effort.
Caniff Electric received Human Rights approval on July 17, 2012.

Whereas, The City of Ann Arbor is in support of new energy technology and energy savings;
Whereas, The City anticipates 60% savings in energy and maintenance costs after installation of LED fixtures;
Whereas, Caniff Electric was the lowest responsive bidder to meet all bid specifications and requirements of ITB-4265 for the purchase of 45 LED fixtures for the Wheeler Center parking lot and yard;
Whereas, Caniff Electric received Human Rights approval on July 17, 2012;
Whereas, The City of Ann Arbor was a recipient of a U. S. Department of Energy, Energy Efficiency and Conservation Block Grant (EECBG) in the amount of $1,243,400.00;
Whereas, LED upgrades are a component of this grant; and
Whereas, Funds are available in the approved Field Operation's Operation and Maintenance Budget for installation of the fixtures;
RESOLVED, That a purchase order in the amount of $30,870.00 be authorized to
Caniff Electric for the purchase of 45 LED fixtures; and
RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution.
