Attached for your review and approval is a resolution to approve a Professional Services Agreement between the City and URS Corporation Great Lakes (URS), in the amount of $32,000.00, for engineering services related to the installation of gates and fencing at the Ann Arbor Municipal Airport.  
 
This overall project consists of installing two new gate locations, the replacement of two existing gates, the upgrade of an existing gate location, upgrade of existing security fencing and the installation of new security fencing in the three hangar areas of the airport.  The project is a result of three incursions that occurred at the airport in 2012.  An incursion is when a person or vehicle gets into a restricted area of the airfield.  Such incursions have the potential to be serious issues from both a safety and security viewpoint.
 
This project was planned for construction in FY 14 as part of the airport's capital improvement plan, but has become a priority project for both the Michigan Department of Transportation - Office of Aeronautics (MDOT-Aero) and the Federal Aviation Administration with the recent incursions. This will be a grant funded project.
 
The proposed agreement with URS covers design, bidding and construction administration services for the project.  Funding for these services is covered by the MDOT-Aero Airport Improvement Program Grant which is also on this agenda for Council's consideration.
 
URS Corporation Great Lakes received Human Rights and Living Wage approval on March 14, 2012.
 
The Airport Advisory Committee has reviewed and recommended that Council approve the Gate and Fencing Project.

Whereas, A need has been identified for improvements to the automatic gates and perimeter fencing at the Ann Arbor Municipal Airport and these needs were included in the airport capital improvement plan for construction in FY 14;
 
Whereas, Three recent incursions at the Ann Arbor Municipal Airport have made it necessary to move this project up for immediate construction;
 
Whereas, URS Corporation Great Lakes has prepared a Professional Services Agreement for work related to the design, bidding and construction administration for the gates and fencing project being proposed, in compliance with state and federal guidelines for this work, for a fee of $32,000.00;
 
Whereas, The City has received grant funding from the Federal Aviation Administration and the Michigan Department of Transportation - Office of Aeronautics that will fund the work proposed under this Agreement;
 
Whereas, URS Corporation Great Lakes received Human Rights and Living Wage approval on March 14, 2012;
 
RESOLVED, The City Council approve the Professional Services Agreement with URS Corporation Great Lakes in the amount of $32,000.00 for work related to the design, bidding and construction administration for the proposed gates and fencing project at the Ann Arbor Municipal Airport;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to sign the Professional Services Agreement upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and
 
RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
