Attached for your review and approval is a resolution that authorizes approval of Amendment No. 1 to the Interagency Agreement for Collaborative Technology and Services with Washtenaw County and Ann Arbor Transportation Authority (IACTS).
City Council approved participation in an Interagency Agreement for Collaborative Technology and Services with Washtenaw County and Ann Arbor Transportation Authority on May 2, 2011 (R-11-180). Operating under the IACTS, the benefits of procuring, maintaining and providing common technology platforms and services centrally, rather than separately has resulted in an overall cost reduction for services to all of the taxpayers in Washtenaw County including those who are also residents of the City of Ann Arbor and customers of the AATA. To date, Washtenaw County, City of Ann Arbor and AATA have collectively avoided over $3 million in duplicative Information technology costs.
Due to the success of this agreement, other local government agencies have expressed interest in becoming Participants in the Interagency Agreement for Collaborative Technology and Services. The original members of the Interagency Agreement for Collaborative Technology and Services agree that adding additional Participants to the agreement is in the best interests of local taxpayers. However, the current IACTS has no provisions for adding new Participants to the agreement without amending the agreement every time. Amendment No. 1 to the IACTS provides a streamlined approach to adding new members to the IACTS by giving each Founding Member the ability to approve a process to enable an administrative individual to sign on behalf of that Founding Member for purposes of this adding new Participants.
