Resolution to Approve a Purchase Order to Manpower for Seasonal Employees for Field Operations within the Public Services Area not to exceed $55,000.00
Memorandum
The Field Operations Unit, within the Public Services Area has a need for temporary employees that possess CDL drivers' licenses and experience operating side arm refuse trucks. Manpower has worked extensively with the City over a number of years developing a recruitment strategy and screening process for employees that meet the operational requirements of Field Operations. Manpower also administers all payroll functions, processes and assumes the liability of all workers compensation liability claims eliminating the City's exposure to such claims and obligations.

Whereas, Field Operations has a need for temporary employees to supplement permanent staff, which possess CDL drivers licenses and have experience operating side arm refuse trucks;
 
Whereas, Manpower Incorporated has a longstanding relationship with the City of Ann Arbor and has developed a recruitment and screening process that meets the operational needs of Field Operations;
 
Whereas, Manpower Incorporated administers all timekeeping components, background checks, drug screening and the assumed liability of workers compensation claims;
 
Whereas, Funding is available in the approved FY 2013 Operation and Maintenance budget of the Public Services Filed Operations Unit; and
 
Whereas, Manpower Incorporated received Human Rights approval on October 16, 2012 and Living Wage approval on April 23, 2012;
 
RESOLVED, That City Council authorize the issuance of a Purchase Order to Manpower Incorporated in the amount not to exceed $55,000.00; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
