Resolution to Approve Distribution of the City of Ann Arbor Draft Sustainability Framework (CPC Recommendation - 9 Yeas, 0 Nays)
Memorandum
On July 2, 2012 City Council passed a resolution directing the City Planning Commission to initiate adoption of the sixteen sustainability goals developed as part of the Sustainability Framework into the City of Ann Arbor Master Plan. Prior to this action, in May and June of 2012, the City Planning Commission and five other city boards and commissions passed a resolution unanimously recommending that City Council initiate the process to adopt the 16 sustainability goals as part of the City Master Plan.
 
The attached draft Sustainability Framework contains the 16 goals and additional narrative that serve to provide background for the goals and clarify the Sustainability Framework's relationship with the rest of the City Master Plan.
 
The Michigan Planning Enabling Act (PA 33 of 2008 as amended) requires that the legislative body of the municipality approve distribution of a proposed Master Plan element to adjoining jurisdictions and other stakeholders prior to amending its master plan.  The distribution process and the organizations that must be notified are listed in the attached Planning Commission staff report.
 
Approval of this resolution will initiate the distribution of the Sustainability Framework for comment in order for the process of adopting the draft plan to proceed.  The Planning Commission will have an opportunity to discuss the content of the draft plan at greater length in early January 2013, after comments have been received from adjoining jurisdictions, stakeholders, and the general public.  In addition, the Planning Commission will hold a public hearing to receive comments from the general public.  
 
The Planning Commission recommended approval of this resolution on September 18, 2012.

Whereas, The Ann Arbor City Planning Commission is reviewing the Draft Sustainability Framework for inclusion in the City Master Plan, consistent with State law; and
 
Whereas, MCL 125.3841 of the Michigan Planning Enabling Act (PA 33 of 2008 as amended) requires that the legislative body of a municipality approve the distribution of any draft master plan and notify the secretary of the planning commission to distribute the plan accordingly;
 
RESOLVED, That City Council approve the distribution of the Draft Sustainability Framework; and
 
RESOLVED, That City Council notify the secretary of the City Planning Commission to submit a copy of the proposed plan for review and comment to the following, as required by State law: the planning commission or legislative body of each city, village or township located within or contiguous to the municipality; the Washtenaw County Board of Commissioners; and local public utility and railroad companies, and that a copy of the draft plan also be submitted to other relevant groups and organizations that may be interested in the Draft Sustainability Framework.
