Memorandum
Attached for your review and action is a resolution to accept and appropriate a $400,000.00 grant from the Washtenaw County Parks and Recreation Commission (WCPRC) for local matching funds for the Veterans Memorial Park Skate Park Development. On March 9, 2010, WCPRC pledged $400,000.00 to support construction and design of a public Skate Park at Veterans Memorial Park.
 
The City of Ann Arbor applied for and received a $300,000.00 grant from the Michigan Department of Natural Resources Trust Fund (MNRTF) for the development of a skate park at Veterans Memorial Park. As part of the application on March 15, 2011, the WCPRC provided a letter of support toward the MNRTF application, which included use of their pledged funds as local match to the grant.  WCPRC has indicated that the $400,000.00 match allocated for construction of the Skate Park is conditional upon full compliance with the MNRTF grant requirements.  Failure to comply with grant requirements will result in the return of the $400,000.00 to the WCPRC. This resolution formally accepts and appropriates those pledged funds and allows the City to enter into a project agreement with the Michigan Department of Natural Resources Trust Fund.

Whereas, The Washtenaw County Parks and Recreation Commission approved a resolution on March 9, 2010 pledging $400,000.00 in local matching funds toward the development of a Skate Park at Veterans Memorial Park;
 
Whereas, The Washtenaw County Parks and Recreation Commission provided a letter of support on March 15, 2011 pledging $400,000.00 in local matching funds toward a Michigan Natural Resources Trust Fund grant application by the City for the development of a public Skate Park at Veterans Memorial Park;
 
Whereas, The City applied for and was awarded a $300,000.00 Michigan Department of Natural Resources Trust Fund toward the development of a Skate Park at Veterans Memorial Park; and
 
Whereas, The City must have all local matching funds in hand prior to entering into a project agreement with the Michigan Department of Natural Resources Trust Fund;
 
RESOLVED, That the Mayor and Council accept and appropriate funding of $400,000.00 from the Washtenaw County Parks and Recreation Commission, with the understanding that any failure to comply with the Michigan Natural Resources Trust Fund grant requirements, the entire $400,000.00 will be returned to the Washtenaw County Parks and Recreation Commission;
 
RESOLVED, That the Mayor and Council approve the project agreement between the City and the Michigan Department of Natural Resources for development of the Skate Park;
 
RESOLVED, That the Mayor and City Clerk execute the project agreement after approval as to substance by the City Administrator and as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
