Memorandum
The Public Services Area Administrator is responsible for the leadership and oversight of Water, Wastewater, Solid Waste, Project Management, Systems Planning, and the units that comprise Public Services, the City’s largest Service Area.

Mr. Hupy has a strong combination of engineering, planning, and management experience in public works. Mr. Hupy has served as the City’s Interim Public Services Area Administrator since December 2011. Mr. Hupy was hired by the City of Ann Arbor as a Civil Engineer in 1986, served as Field Superintendent for Utilities, created and led the City’s Systems Planning Unit, and managed Field Operations. While Interim Public Services Area Administrator, Mr. Hupy has been a valuable addition to the City’s administrative leadership team.

Mr. Hupy received a Bachelor of Science, with honors, from Michigan Technological University and is a registered professional engineer.

Mr. Hupy is qualified to serve the City as Public Services Administrator. City Council’s consent and approval of his appointments is highly recommended.

Whereas, Service Area Administrators are appointed by the City Administrator with the advice and consent of City Council;

Whereas, During 2012 the City conducted a selection process involving City staff;

Whereas, Craig Hupy has served the City of Ann Arbor since 1986, with increasingly greater responsibilities;

Whereas, Mr. Hupy has the experience and ability to lead Public Services in reaching the City’s goals of customer service, maintaining a safe and reliable city-wide infrastructure, and promoting and implementing environmentally sustainable practices which demonstrate the City’s commitment to preservation and conservation of natural resources;

Whereas, Mr. Hupy is qualified to serve as the Public Services Area Administrator; and
