Memorandum
The attached resolution will authorize the purchase of 125 LED decorative post top light fixtures from Caniff Electric. The purchased fixtures will be installed at the Broadway Bridges.
 
In order to achieve energy and maintenance savings, the Public Services Area Field Operations Unit began the process of converting all the City-owned streetlights to LED fixtures in 2007. Crews began the project with the conversion of 1,000 downtown streetlights through a grant from the Downtown Development Authority.  This effort was then expanded to include the conversion of the City-owned streetlights outside of the DDA using funding from various state and federal grant funding sources.
 
Staff from the Field Operations Unit of the Public Service Area solicited bids (ITB-4240) for the fixtures. The bid had detailed specifications for our lighting requirements that would ensure that the City receives a quality product. We received two responses to the bid, of which Caniff Electric was the lowest, responsible bidder.
 
The City has received an Energy Efficiency and Conservation Block Grant from the U.S. Department of Energy in the amount of $1,243,400.00, funds from which will pay for the purchase of the fixtures. Council accepted the grant and appropriated the monies to fund LED streetlight conversions in resolution R-09-501.
 
Grant funds remain available for the life of the project regardless of fiscal year. The Energy Office will provide grant manager services and Field Operations will serve as project manager for the effort.
 
Caniff Electric received Human Rights and Living Wage approval on July 17, 2012.

Whereas, The City of Ann Arbor is in support of new energy technology and energy savings;
 
Whereas, The City anticipates a 50% savings in energy and maintenance costs after installation of LED streetlight fixtures;
 
Whereas, Caniff Electric was the lowest responsive bidder to meet all bid specifications and requirements of ITB-4240 for the purchase of 125 LED Decorative Post Top Fixtures for the Broadway Bridges;
 
Whereas, Caniff Electric received Human Rights and Living Wage Approval on July 17, 2012;
 
Whereas, The City of Ann Arbor was a recipient of a U. S. Department of Energy Energy Efficiency and Conservation Block Grant (EECBG) in the amount of $1,243,400.00;
 
Whereas, LED Streetlight upgrades are a component of this grant; and
 
RESOLVED, That a purchase order in the amount of $72,498.75 be authorized to
Caniff Electric for the purchase of 125 LED decorative post top fixtures; and
 
RESOLVED, That the City Administrator is authorized to take the necessary administrative actions to implement this resolution.
