Memorandum
Attached for your consideration is a resolution to approve FY13 allocations to nonprofit entities for human services, totaling $1,244,629.00 and consistent with allocations made in FY12 as a part of a two-year funding cycle through Coordinated Funding (R-11-205  and R-11-380).
 
On November 4, 2010, City Council approved a coordinated funding process for human services funding in partnership with the Ann Arbor Area Community Foundation, the United Way of Washtenaw County, Washtenaw County, and the Washtenaw Urban County. This coordinated funding process includes a Coordination/Planning funding process (United Way and Ann Arbor Area Community Foundation funding), a Capacity Building funding process (United Way and Ann Arbor Area Community Foundation funding), and a Program Operations funding process (City, County, Urban County and United Way funding) in which each process is informed by the others and funders collaborate to ensure efficient and effective investment of both public and private human services funding. The final approval of funding recommended in each of these processes, however, remains under the authority of each partner's board.
 
The City's FY12 and FY13 General Fund investments in nonprofit entities for human services are included in the Program Operations component of this coordinated funding process. Implementation of this process began with a Request for Qualifications (RFQ), issued in December 2010, which determined an agency's financial and organizational capacity to manage human services funding and program delivery. Fifty-eight agencies responded to the RFQ and 51 of those agencies were approved to move forward in the application process.
 
Those 51 agencies that demonstrated financial and organizational capacity were invited to apply to the Request for Proposals (RFP), released in January 2011, for human services program operations funding in five priority areas: Aging, Early Childhood, Housing & Homelessness, Safety Net Health, and School-Aged Youth. The sixth priority area in the Coordinated Funding process approved by City Council, Hunger Relief, was identified as a sole-source activity due to the unique and system-wide services provided by Food Gatherers, and was therefore not included in a competitive process. The RFP responses, submitted via Community Grants by March 4, 2011 at 3pm, included 76 applications submitted by 46 agencies totaling $6,580,517 in requested funding.
 
The Coordinated Funding Review Committee (comprised of three members appointed by the City Council, three members from the Urban County, three members from Washtenaw County, three members from the United Way and three staff members) reviewed the applications and met throughout March and early April 2011 to make recommendations on the human services funding allocations.
 
Based on the Council-approved Coordinated Funding model, the funding recommendations from the Coordinated Funding Review Committee, and the final budget amounts for year one of the two-year pilot (as approved by all Coordinated Funding partners in 2011; including the City of Ann Arbor on May 31, 2011), a total of $4,285,089 is recommended for allocation again in FY13 to 40 agencies (38 awarded competitively and 2 awarded through sole-source) for the delivery of 65 human services programs. The total annual budgets for all Coordinated Funding partners are as follows:

Whereas, The City of Ann Arbor, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee approved a Coordinated Funding process  in the fall of 2010 for FY 2012 and FY 2013 human services funding;
 
Whereas, The City of Ann Arbor, the United Way of Washtenaw County, Washtenaw County, and the Washtenaw Urban County released a joint Request for Qualifications in December 2010 to determine applicants' financial and organizational capacity;
 
Whereas, The City of Ann Arbor, the United Way of Washtenaw County, Washtenaw County, and the Washtenaw Urban County released a joint Request for Proposals in January 2011 to eligible agencies for human services program operations applications;
 
Whereas, A Coordinated Funding Review Committee has reviewed all eligible applications and in April 2011 recommended the allocation of $1,244,629 in City General Funds, $1,677,000 in United Way Funds, $1,015,000 in Washtenaw County General Funds, and $348,460 in Washtenaw Urban County CDBG & Washtenaw County General Funds to local nonprofit human services agencies as a part of this RFP process for FY12;
 
Whereas, The City of Ann Arbor, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee approved the recommended human services funding allocations to 40 agencies for the delivery of 65 programs between April and June 2011;  
 
Whereas, The City of Ann Arbor, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee retain the authority to approve their own allocations;
 
Whereas, The City of Ann Arbor, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee have committed to approving allocations in partnership with each other;
 
Whereas, The City of Ann Arbor approved general fund allocations to nonprofit entities for FY12 in R-11-205 and R-11-380;
 
Whereas, The City of Ann Arbor, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee have committed to awarding human services allocations in FY13 based upon the approved allocations in FY12; and
 
Whereas, Award of these contracts is contingent on human rights and living wage approvals prior to execution of the contracts;
 
RESOLVED, That the Mayor and City Council approve allocations from the General Fund, to the nonprofit entities listed below and authorize the Office of Community and Economic Development to negotiate contractual agreements in accordance with the City's purchasing procedures, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney:
