Attached for your review and approval, please find a resolution for an agreement between the city of Ann Arbor and the Costco Wholesale Corporation for the modifications to the traffic signal at the corner of S. State Street and Airport Drive-Research Park Drive in the City of Ann Arbor.
 
The City of Ann Arbor, working with the Washtenaw County Road Commission, has developed mitigation measures for the proposed Costco development on Airport Boulevard north of Ellsworth Road.  The modifications to the traffic signal at Airport Drive-Research Park Drive should address the anticipated traffic congestion issues and improve pedestrian safety at the intersection.  
 
The Costco Wholesale Corporation has agreed to reimburse the City of Ann Arbor for the modification of the traffic control devices at the intersection of S. State Street and Airport Boulevard-Research Park Drive, in an amount not to exceed $60,815.00.
 
The City's Field Operations staff will install the signal equipment to ensure the signal conforms to The City's Traffic Control System standards and the utilization of our standard traffic signal equipment. The modified traffic signal will remain in the City's traffic control system and will be maintained as such. The City's inventory requirements and technician training needs will not be affected.

Whereas, The mitigation measures include modifications to the signal at Airport Drive-Research Park Drive to address anticipated traffic congestion issues and to improve the pedestrian safety at the intersection;
 
Whereas, The City of Ann Arbor has agreed to complete the required traffic signal modifications at the intersection of S. State Street and Airport Boulevard-Research Park Drive;
 
Whereas, The Costco Wholesale Corporation has agreed to reimburse the City of Ann Arbor for the modification of the traffic control devices at the intersection of S. State Street and Airport Boulevard-Research Park Drive, in an amount not to exceed $60,815.00;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement with the Costco Wholesale Corporation for the traffic signal device modifications at the intersection of State Street and Airport Boulevard-Research Park Drive, subject to approval as to substance by the City Administrator and subject to approval as to form by the City Attorney; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
