Memorandum
The attached resolution authorizes the purchase of a 2013 Mack LEU chassis with a Labrie Long Reach Helping Hand packer body, for the total amount of $282,044.00, from Fredrickson Supply, Wyoming, Michigan. This unit will replace a 2004 refuse truck used by the Public Services Area, Field Operations Unit.

The truck being replaced has been in service 7 years, 8 months and has 12,750 hours of use. This truck was scheduled for replacement this fiscal year but before the specifications for the replacement truck could be completed and an invitation to bid could be issued, the engine had a catastrophic failure. The estimated cost for a rebuilt engine exceeds $17,000.00. The condition of the other major components of the truck, packer body, automated arm, axles, and suspension warrants replacement of the truck. It is not cost effective to rebuild the engine and then have the truck be removed from service.

Fredrickson Supply is the Labrie dealer for the State of Michigan and is the sole source for Labrie products in the State. All side loading refuse and recycling trucks in the City’s fleet have Labrie packer bodies and automated arms. Standardizing to one brand of packer body allows a substantial reduction in parts inventory and reduces operator and mechanic training.

Fredrickson Supply has demo side loading refuse truck that closely matches the trucks in the City’s current fleet. They have offered the City a $12,000.00 demo discount on this unit bringing its total purchase price to $282,044.00. By comparison, The City of Grand Rapids recently purchased five similarly equipped units from Fredrickson Supply at a cost of $299,084.20 each.

The Fleet and Facilities Unit has budgeted adequate funds for this purchase. Fredrickson Supply received Human Rights approval on May 16, 2012.
