Memorandum
City Council Resolution Number R-11-272 approved a contract with Pranam Global Tech, Inc. to construct shade structures at Veterans Memorial Park Pool that were to support a future photovoltaic (solar electric) installation. This project is part of the City's matching fund requirement for the Solar America Cities grant from the U.S. Department of Energy. The installation of the photovoltaic collectors was to be bid and contracted for separately after the completion of the shade structures.
 
The City has contracted with Huron Valley Electric (Resolution Number R-11-073) to install photovoltaic collectors at Fire Station #6. Proposed Amendment No. 1 to Huron Valley Electric's contract is for the installation of the same type of photovoltaic collectors at a second location, Veterans Memorial Park Pool.
 
The amount of the original contract is $46,800.00. This project is to be funded from the Energy Efficiency Conservation Block Grant (EECBG) that the City has received from the U.S. Department of Energy (DOE).
 
For each of these installations, the intention was that the City would purchase the photovoltaic collectors for the projects separately because the manufacturer, Uni-Solar, had agreed to sell solar collectors at a greatly reduced cost only to the City of Ann Arbor based on our Solar America Cities Partnership and would not offer the same price to contractors. However, City staff has not been able to procure the particular collectors from Uni-Solar to allow this approach to be implemented for these two projects.
 
As the timing for the Solar America Cities grant is coming to a close this spring, it has become necessary to shift to a contractor procurement and installation approach. The attached resolution will approve an amendment to Huron Valley Electric's contract in the amount of $39,500.00 and to add to their scope of work that they will both provide and install the photovoltaic collectors at Veterans Memorial Park Pool prior to the close of the City's Solar America Cities grant funding.
 
When completed, these projects will be highly visible demonstrations of photovoltaic technology. Electricity from the installations at Veterans Memorial Park Pool will help to power the pool and ice rink, complementing the existing solar pool heating system. The installations at Fire Station #6 will result in approximately $1,500.00 in annual savings.
 
Funding for this work is available in the City's Energy Fund (Fund 0002) operations and maintenance budget. Huron Valley Electric received Living Wage approval on May 4, 2011 and Human Rights approval on March 26, 2012.

Whereas, The City of Ann Arbor supports demonstrating renewable energy technology;
 
Whereas, City Council passed a resolution on May 1, 2006 setting a goal of 30% renewable energy for municipal operations;
 
Whereas, The City of Ann Arbor was selected by the U.S. Department of Energy as a Solar America City committed to implementing solar energy throughout the community by 2015;
 
Whereas, One of the tasks in the Solar America City grant is to construct a new solar demonstration installation at a City facility;
 
Whereas, City Council Resolution Number R-11-272 approved a contract with Pranam Global Tech, Inc to construct shade structures at Veterans Memorial Park Pool to support a future photovoltaic (solar electric) installation to meet this grant requirement;
 
Whereas, The City intended to purchase the photovoltaic collectors for the project directly from the manufacturer at a greatly reduced cost and bid the installation of the purchased collectors following their purchase;
 
Whereas, The City has not been able to procure the particular collectors from manufacturer to allow this approach to be implemented in the time now necessary to fulfill the timing of the grant;
 
Whereas, The City has contracted with Huron Valley Electric to install similar photovoltaic collectors at Fire Station #6;
 
Whereas, Huron Valley Electric received Living Wage approval on May 4, 2011 and Human Rights approval on March 26, 2012; and
 
Whereas, Funding for this work is available in the City Energy Fund (Fund 0002) operations and maintenance budget;
 
RESOLVED, That Council approve Amendment No. 1 to the Contract with Huron Valley Electric in the amount of $39,500.00 for providing and installing photovoltaic collectors at Veterans Memorial Park Pool;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the Public Services Administrator and the City Administrator; and
 
RESOLVED, The City Administrator be authorized and directed to take the necessary administrative actions to implement this resolution.
