Memorandum
The attached resolution authorizes the purchase of a 2012 Chevrolet Caprice Police car for $26,081.35 from Shaheen Chevrolet, Lansing, Michigan.

The City’s labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first.

The police patrol vehicle listed on this resolution will replace a police patrol vehicle that will have reached the 80,000 miles limit in the next year.

The Police Department is currently evaluating a Dodge Charger patrol vehicle and a Chevrolet Caprice patrol car equipped with a 6.0 liter, V-8 engine. This Chevrolet Caprice will be equipped with a 3.7 liter, V-6 engine. Chevrolet estimates the V-6 engine will have 2 miles per gallon in improved fuel economy over the V-8 engine.

The standard patrol vehicle used by the Police Department was Ford Crown Victoria, which was retired last model year. The Police Department and Fleet Services are currently evaluating all the pursuit rated vehicles from the three major manufactures.

Once the evaluation process is completed, we will standardize our Police vehicle purchases to one manufacturer.

Independent emissions information is not available for the Caprice Police Patrol car.

This purchase follows the guidelines of the City’s Green Fleet Policy to reduce the amount of fuel used and to pay a premium for “greener” vehicles if necessary.

The Fleet and Facilities Unit reviewed the bids of the Cooperative Purchasing Programs of the State of Michigan, Oakland County, and Macomb County. Oakland County was the only agency soliciting quotes for the Chevrolet Caprice with the 3.7 Liter, V-6 engine. Shaheen Chevrolet, Lansing, MI, was the lowest responsive bidder under that bid.
