Resolution to Approve the Purchase of Police Patrol Vehicle from Signature Ford (Macomb County Bid $27,067.00)
Memorandum
The attached resolution authorizes the purchase of one 2013 Ford Police Interceptor- Sedan for $27,067.00 from Signature Ford, Perry, Michigan.
 
The City's labor contracts with the Ann Arbor Police Officers Association and the Ann Arbor Police Supervisors require that vehicles used by their members will not be driven more than 80,000 miles or 6 years, whichever comes first.
 
The police patrol vehicle listed on this resolution will replace a police patrol vehicle that will have reached the 80,000 miles limit in the next year.
 
The standard patrol vehicle used by the Police Department was Ford Crown Victoria, which was retired last model year. The Police Department and Fleet Services are currently evaluating all the pursuit rated vehicles from the three major manufacturers.
 
The Police Department is currently evaluating a Dodge Charger patrol vehicle and a Chevrolet Caprice patrol car equipped with a 6.0 liter, V-8 engine.
 
We are submitting additional requests to purchase a Chevrolet Caprice which will be equipped with a 3.7 liter, V-6 engine, a Ford Police Interceptor-Sedan with a V-6 engine, a Ford Police Interceptor-Sedan with a V-6 "Eco Boost" engine, and a Ford Police Interceptor-Utility with a V-6 engine. With these purchases, we will have at least one of each configuration of the pursuit rated vehicles from each of the major manufacturers.
 
Once the evaluation process is completed, we will standardize our Police vehicle purchases to one manufacturer.
 
This resolution is for the purchase of the Ford Police Interceptor-Sedan with the V-6 Eco Boost engine. The Eco Boost engine has a direct injection fuel delivery system for better fuel economy and twin turbochargers for more horsepower.
 
Independent emissions information is not available for the Ford Police Interceptor-Sedan but Ford is projecting that all its new police vehicles will have at least 20 percent better fuel economy then the old Ford Crown Victoria.
 
This purchase follows the guidelines of the City's Green Fleet Policy to reduce the amount of fuel used and to pay a premium for "greener" vehicles if necessary.
 
The Fleet and Facilities Unit reviewed the bids of the Cooperative Purchasing Programs of the State of Michigan, Oakland County, and Macomb County. Signature Ford was the lowest responsive bidder to Macomb County.
 
Signature Ford received Human Rights approval on February 15, 2012.

Whereas, Signature Ford, Perry, MI, is the lowest responsive bidder to Macomb County's Cooperative Bid programs; and
 
Whereas, Signature Ford received Human Rights approval on February 15, 2012.
 
RESOLVED, That City Council approve the issuance of a purchase order to Signature Ford in the amount of $27,067.00 for the purchase of one 2013 Ford Police Interceptor-Sedan with a 3.5 liter, V-6 Eco Boost engine;
 
RESOLVED, That funds for this purchase come from the 2012 Motor Equipment budget with funds to be available without regard to fiscal year;
 
RESOLVED, That the vehicle being replaced (no. 0079) be sold at the next City vehicle auction; and
 
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
