Resolution to Approve Street Closing for Fool Moon - Friday, March 30, 2012

Attached for your consideration is a resolution to approve the closing of certain City streets for the Fool Moon special event on Friday, March 30, 2012 from Noon to Midnight.
The event is being jointly sponsored by Grizzly Peak and the UM Alice Lloyd Scholars program. It is designed to celebrate April Fools Day and will include artistic lantern creations that will artificially light up the area, as well as food, beverages, music and other entertainment.
The sponsor is requesting that the following street be closed from Noon to Midnight on Friday, March 30, 2012:
• West Washington from South Main Street to South Ashley Street
The sponsor will coordinate the bagging of parking meters with the DDA and Republic Parking.
The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.
Notification of the street closings will be provided through the city's website.
The sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations.
The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The Fool Moon special event is scheduled for Friday, March 30, 2012;
Whereas, The sponsors are requesting the City approve closing of the following street from Noon to Midnight on Friday, March 30, 2012:
• West Washington from South Main Street to South Ashley Street
Whereas, The street closure will be signed and barricaded and properly supervised by the sponsors;
Whereas, The sponsor requires the approval of the Michigan Liquor Control Commission for a special outdoor liquor license;
Whereas, The sponsors agree to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses; and
Whereas, Notification of the street closing will be provided through the City's website;
RESOLVED, That City Council approve closing of the following street for Fool Moon on Friday, March 30, 2012 from Noon to Midnight:
• West Washington from South Main Street to South Ashley Street
RESOLVED, That a special liquor license for the event be approved, contingent upon approval from the Michigan Liquor Control Commission.
