This memorandum and resolution requests approval of a construction contract with Cascade Drilling for the Sentinel Monitoring Well Installation ($332,695.00).
A 1,4-dioxane plume is present in the groundwater in the City of Ann Arbor. The scope of this project is to install two sentinel monitoring wells between the 1,4-dioxane plume and the City's drinking water supply at Barton Pond, to allow time to respond in the event 1,4-dioxane is detected. One well will be installed near the Miller/Maple Road intersection identified during previous modeling work. The second well will be evaluated to determine the best location given the recent detections identified in Scio Township. The wells will be targeted for City owned property or within City right-of-way. This project is programmed in the City's Capital Improvements Plan UT-WS-22-19.
Solicitation of Proposals
Water Treatment Services Unit staff supervised the creation of plans and contract documents and solicited proposals for construction of the project through the City's Procurement Unit. The Request for Proposals No. 22-36 was advertised on the City's website and on MITN. On June 1, 2022, the City received one (1) proposal for this work from Cascade Drilling in the amount of $332,695.00. It is recommended that their bid be accepted for a total contract value of $332,695.00, and that Cascade Drilling be awarded the Contract for Sentinel Monitoring Well Installation project.
Budget/Fiscal Impact: This project is included in the Water Supply System Capital Improvement Budget for FY23.
Cascade Drilling submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City's Non-Discrimination and Living Wage ordinances.
