Title
Resolution to Authorize Solicitor/Peddler and Sidewalk Occupancy Permit Limitations for the May 1, 2010 University of Michigan Commencement
Memorandum
Attached for your review and approval is a resolution authorizing limitations on solicitor/peddler permits and sidewalk occupancy permits during the University of Michigan Commencement on May 1, 2010. Approval of this resolution will make invalid any current peddler/solicitor and sidewalk occupancy permits for the Michigan Stadium area on that day and direct staff to not issue any new permits for this area.
President Barack Obama will deliver the commencement address at the Spring Commencement ceremony, which is scheduled to take place on Saturday, May 1, 2010 in Michigan Stadium. The City has been working with University staff to coordinate security and logistics for this event, including a traffic control plan.
The University has requested that the City prohibit sidewalk vendors in the vicinity of Michigan Stadium on May 1 to reduce congestion in and around the ceremony area. Chapter 47 (Streets) and Chapter 79 (Solicitors and Peddlers) allow Council to determine by resolution that on certain dates congestion in the City or a part of the City will be too great to permit peddling and soliciting and sidewalk occupancy.
Staff recommends that Council adopt this resolution for May 1, 2010.
