Memorandum
The City Attorney's Office reviewed the PAC bylaws, and updated them to allow LAC business to be conducted at the same meeting as the regular PAC meeting. In the process of doing this, the bylaws were updated to be consistent with the current standard bylaws for City boards and commissions. Attached is a track changes version of the bylaws that shows the proposed changes. The proposed changes do not alter the function or responsibilities of PAC.

Section 8.2 outlines the order of business or agenda outline for PAC. Item 9 on the order of business is new - Land Acquisition Matters - this will allow PAC to review LAC items. If the land acquisition matter is one that requires closed session, PAC will go into closed session.

Another change is the addition of the Skatepark Advisory Committee (SAC) as a committee of PAC. Previously the SAC was a separate group, but there has been a desire to move it to PAC as the Skatepark group regularly presents and interacts with PAC. Article 9.5 outlines this proposed change. The Friends of the Ann Arbor Skatepark are in favor of this change. This requires an amendment to the Agreement between the Friends of the Ann Arbor Skatepark and the City of Ann Arbor for the Management and Operation of the Ann Arbor Skatepark. Attached is the draft agreement with amendments shown in track changes.

PAC recommended approval of the revised bylaws and amended Skatepark agreement at their February 26, 2019 meeting.
