Resolution of Intent on the Use and Administration of Street and Bridge Resurfacing and Reconstruction and Sidewalk Repair Millage Funds

Whereas, If approved by the voters, Proposal 1 on the November 8, 2011, ballot would provide for continued resurfacing and reconstruction of streets and bridges;
Whereas, If approved by the voters, Proposal 2 on the November 8, 2011, ballot would provide for funding the repair and reconstruction of sidewalks in addition to streets and bridges; and
Whereas, The City Council wants to adopt policy guidelines for the use of the funds if Proposal 1 or Proposals 1 and 2 are approved by the voters at the November 8, 2011, election and wants to inform the voters of those policy guidelines;
RESOLVED, That City Council adopt the following policy guidelines for the administration of the Streets, Bridges and Sidewalks Millage:
1. The Streets, Bridges and Sidewalks Fund Use and Administration Guidelines as stipulated in Attachment A are approved.
2. The City Administrator will track and account for the expenditure of the millage funds in accordance with the attached Guidelines and will report to the City Council annually, either as part of the annual audit or separately.
